Within the framework of the AKWAYA Council Budget 2016, the Divisional Delegate of
Public Contracts for Manyu, Contracting Authority, hereby launches an Open National Invitation to Tender (BY THE EMERGENCY PROCEDURE) on behalf of Project Owners (Competent Mayor), for THE CONSTRUCTION OF A BRIDGE (LINKING MOTOM VILLAGE AND AKWAYA TOWN) IN AKWAYA SUB-DIVISION, MANYU DIVISION SOUTH WEST REGION.
The works comprise the following:
- Preparatory works; Earth works; Metal works; Masonry works and Deviation
Works of this invitation to tender shall be financed by AKVVAYACouncil Budget of the 2016 financial year, the cost of this is 25 000 000 (twenty five million) CFA Francs
The tender is open to legalized Cameroonian enterprises that fulfil the requirements of this invitation to tender.

The complete tender file may be obtained from the Secretariat of the Divisional Delegate of Public Contracts for Manyu Mamfe upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of Forty two thousand (42 000) FCFA
Each bid drafted in English or French in six (06) copies including one (01) original and five (05) copies marked as such, should reach the Secretariat of the Divisional Delegate of Public Contracts for Manyu — Mamfe, against a receipt not later than 14/1012016 at 9:00AIV1, local time in three (03) distinct envelops which shall be labelled as follows:
Envelop A: Administrative Documents;
- Envelop B: Technical Offer;
- Envelop C: Financial Offer.
The maximum period provided for the execution of the works by the Authorising Officer is fixed at: Three (03) months.
- 8. ADMISSIBILITY OF OFFERS
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of: Five hundred thousand (500.000) F CFA with a validity period of ninety (90) days from the date the bids are opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shah not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

"To be opened only during the bid opening session".
The bids shall be opened in a single (01) phase on the 14/10/2016 at 10:00AM local time by the Tender Board of the Contracting Authority in the Divisional Delegation of MINEPAT Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file.
Any bid not meeting with the requirements of the Tender File will be declared inadmissible. The eliminatory criteria are identified as follows:
They lack bid security;
False declaration or forged documents;
v The bids are not in conformity with the Tender File (number of bids not respected);
- Absence of attestation of site visit signed by the Vote holder;
- The technical offer must at least 70%;
- 12. MAIN QUALIFICATION CRITERIA
The criteria relating to the qualification of candidates could indicatively be the following:

The non-respect of two (02) criteria out of five (05) shah' cause the elimination of the bid.
The contract shah' be awarded to the bidder with the least financial offer or otherwise having the technical and administrative files which are inœcoe4rmity with the tender document/file.
Bidders shah' be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
