Within the framework of the 2017 Public Investment Budget, the Divisional Delegate of Public Contracts Fako, on behalf of the Director of the Limbe Nautical Arts and Fisheries Institute, hereby launches a Request for Quotation for the INSTALLATION AND CONFIGURATION OF TELEPHONE AND INTERNET BY OPTICAL FIBRE, RÉHABILITATION OF TELEPHONE AND INTERNET NETWORK AND THE EXTENSION OF TELEPHONE AT THE LIMBE NAUTICAL ARTS AND FISHERIES INSTITUTE
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the Terms of Reference.
The estimated cost alter preliminary studies is 9 100 000 (Nine Million one hundred thousand) Franc CFA.
Participation is open to duly legalized Cameroonian Enterprises that fulfill the requirements of this Request for Quotation.
Services which form the subject of this Request for Quotation shall be funded by the Budget of Limbe Nautical Arts and Fisheries Institute (LINAFI) of the 2017 financial year.
The file may be consulted from Monday to Friday during working hours (7:30am — 3:30pm) at the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published.
The Request for Quotation may be obtained from the office of the Divisional Delegation of Public Contracts Fako (Service of Contracts Award) as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 15 000 (Fifteen Thousand) FCFA, payable at the Divisional Treasury Limbe.
Each bid drafted in English or French in seven (07) copies (including the original and six (06) copies marked as such), should reach the office of the Divisional Delegation of Public Contracts Fako not later than 25/08/2017at 9 am and should carry the inscription:

Any Document poorly drawn-up, not bound as per Article 24 of the Public Contracts
Code or not produced in seven (7) Copies shall be rejected.
The maximum period provided for the execution of the work is three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 7 of the Request for Quotation, of an amount of 182 000 (One hundred and eighty two thousand) F CFA and valid for thirty (30) days beyond the date of validity. In case a bidder is awarded the contract, the bid bond will be released on presentation of the final bond.
At the risk of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Request for Quotation. They must not be older than three (03) months to the date of submission of bids or to the publication of the Request for Quotation.
Any bid not in confonnity with the prescriptions of this notice and Request for Quotation shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Request for Quotation documents shall lead to outright rejection of the bid without appeal.
The bids shall be opened in a single (01) phase on the 25/08/2017 at 10 am local time by the Tenders Board of the Contracting Authority in the Conference Hall of the Divisional Delegation of Public Contracts Fako, located at the Finance Building. Only bidders may attend or their duly accredited representatives with Power of Attorney.

A bid shah be rejected if:
Enterprise has any abandoned or uncompleted project.
Main Qualification criteria
The criteria for qualification of candidates should be on the following:
NB: The marking scale for bids by award of points is banned in favor of the binary method (Yes or No).
Non respect of two (02) of the above criteria shall entail rejection of the bid
The Contract shall be awarded to the lowest bidder fulfilling the technical and financial conditions.
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders.
