Within the framework of the 2017 Public Investment Budget, the Divisional Delegate of Public Contracts Fako, on behalf of the Director of the Limbe Nautical Arts and Fisheries Institute, hereby launches a Request for Quotation for the EQUIPMENT OF CLASSROOMS AND WORKSHOP WITH OFFICE AND DIDACTIC MATERIALS AT THE LIMBE NAUTICAL ARTS AND FISHERIES INSTITUTE
The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.
The estimated cost after preliminary studies is 20 000 000 (Twenty Million) Franc CFA.
Participation is open to duly Iegalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.
Services which form the subject of this Request for Quotation shall be funded by the Budget of Limbe Nautical Arts and Fisheries Institute (LINAFI) of the 2017 financial year.
The file may be consulted from Monday to Friday during working hours (7:30am — 3:30pm) at the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published.
The Request for Quotation may be obtained from the office of the Divisional Delegation of Public Contracts Fako (Service of Contracts Award) as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 30 000 (Thirty Thousand) FCFA, payable at the Divisional Treasury Limbe.
Each bid drafted in English or French in seven (07) copies (including the original and six (06) copies marked as such), should reach the office of the Divisional Delegation of Public Contracts Fako not later than 29/08/2017at 9 am and should carry the inscription:
The maximum period provided for the execution of the work is three (03) months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document N° 7 of the Request for Quotation, of an amount of 400 000' (Four Hundred Thousand) F CFA and valid for thirty (30) days beyond the date of validity.

Any Document poorly drawn-up, not bound as per Article 24 of the Public Contracts
Code or not produced in seven (7) Copies shall be rejected.
The bids shall be opened in a single (01) phase on the 29/08/2017 at 10 am local lime by the Tenders Board of the Contracting Authority in the Conference Hall of the Divisional Delegation of Public Contracts Fako, located at the Finance Building. Only bidders may attend or their duly accredited representatives with Power of Attorney.
Main Eliminatory Criteria
A bid shall be rejected if:
It lacks any Administrative document,
It has any fake or forged document.
It contains any false information.
The technical score is less than the minimum required.
Absence of quantified unit price;
- Non compliance with the model bid documents;
Enterprise has any abandoned or uncompleted project.
ii) Main Qualification criteria
The criteria for qualification of candidates should be on the following:
NB: The marking scale for bids by award of points is banned in favor of the binary method (Yes or No).
Non respect of two (02) of the above criteria shall entail rejection of the bid.
The Contract shall be awarded to the lowest bidder fulfilling the technical and financial conditions.
Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders.
