The Government of Cameroon and SOWEDA have signed a three-year contract for the restructuring of SOWEDA. Within the framework of implementing the activities related to Year 1 (2016) of the contract the General Manager of SOWEDA hereby launches an open National Invitation to Tender for the supply of materials and equipment under the Technical Restructuring Axis of the 'Contrat Plan'.

The services related to this contract shall be the supply of a 01 (One) light truck (7tons) to SOWEDA as per the terms and specifications of this tender document.

The estimated cost of this tender is FCFA 40,000,000 (Forty million francs).

The supplies that are subject of this tender shall be in 01 (one) Lot.

Participation in this invitation to tender is open to duly legalized Cameroonian based enterprises that are licensed in the supply of vehicles and trucks and which fulfill the requirements of this invitation to tender.

The supplies which are subject of this invitation to tender shall be financed by the 'Contrat Plan Etat/SOWEDA 2016-2018' Budget: Line MINF1/Chapitre 93/2016.

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of General Affairs) during working hours (7.30 a.m. to 3.30 p.m.).

The tender file may be obtained from the same address above, as soon as this notice is published against payment of a non-refundable fee of 60,000 (Sixty thousand) francs CFA, into the CAS-ARMP Account N° 335 988 in any BICEC Bank Branch.

The maximum deadiine provided for the delivery of the vehicle subject of this tender is fixed at 03 (Three) months.

Each bidder must include in their administrative documents a bid bond issued by a first rate banking

establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount FCFA 800,000 (Eight hundred thousand francs) and valid for thirty (30) days beyond the date of validity of bids.

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of General Affairs) South West Region Buea, against a receipt not later than 21/07/2016 at 10.00 a.m. local time and labelled as follows:

The bids shah be opened in a single phase on 21/07/2016 at 11 a.m. local time in the SOWEDA Conference Hall by the SOWEDA Internai Tenders Board. Only bidders may attend or be represented by a duly mandated person.

11. 14.1: Eliminatory Criteria

v  Absence of an administrative document

v  False declaration or falsified document

v  Non-compliance with more than 30% of the technical specifications of the vehicle

v  Absence of quantified unit price

v  Non-compliance with model tender

v  Absence of prospectus accompanied by the technical sheets from the manufacturer

v  Absence of agreement or authorization from the automobile manufacturer

v  Non respect of more than 3 essential criteria

14.2: Essential Criteria

The following binary mode of evaluation shah be used:

The contract shah be awarded to the bidder whose administrative bid shah be up-to-date, technical bid judged satisfactory and who shah be the least bidder.

• Bidders shah' be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
