Within the framework of the implementation of the activities of 'Contrat Plan' signed between the Government of Cameroon and SOWEDA, the General Manager of the South West Development Authority (SOWEDA) hereby launches an Open National Invitation to Tender for the Construction of Buildings at the Seed Multiplication Farm at Ekona — South West Region, By Emergency Procedure.

The works that are subject of the present tender shall be in 02 (two) Lots as follows:

The various works to be executed are as follows: Preliminary works General earth works

-        Foundation works

-        Masonry works

-        Concrete works Roofing Ceiling work Metal works

-        Tiling

-        Electrification Plumbing and sanitation

-        Painting and decoration

This National Invitation to Tender is open to Cameroonian-based enterprises/contractors that have proven their ability and expertise in the execution of such works.

The works which foret the subject of this invitation to tender shall be fmanced by the 'Contrat Plan Etat/SOWEDA 2016-2018' Budget: Line MINFI/Chapitre 93/2016.

Interested bidders can consult the tender file at the Head Office of SOWEDA, Buea (Department of General Affairs) during working hours (7.30 a.m. to 3.30 p.m.) Mondays to Fridays.

The file may be obtained from the same address above, as soon as this notice is published against payment of a non-refundable fee of 90,000 (ninety thousand) francs CFA, into the CAS-ARMP Account N° 335 988 in any BICEC Bank Branch.

Each bid drafted in English or French in seven (07) copies comprising one (01) original and six (06) copies marked as such, should reach the SOWEDA Head Office (Department of General Affairs) South West — Buea, against a receipt not later than 26/07/2016 at 10.00 a.m. local time and labelled as follows:

Each bidder shah include in their administrative documents a bid security (in conformity with the model given

in the annex) amounting as follows:

• Lot 1: FCFA 1,034,600 (One million thirty four thousand six hundred francs)
• Lot 2: FCFA 872,800 (Eight hundred and seventy two thousand eight hundred francs)

The bid security must be issued by a banking institution approved by the Ministry of Finance (see list in the annex).

The offers shah be opened in a single phase. The administrative, technical and financial bids shah be opened on 26/07/2016 at 11.00 a.m., local time by the SOWEDA Internai Tenders Board in the SOWEDA Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

• Absence of an administrative document
• Falsified document or false declaration
• Uncertified diploma(s) of personnel
• Insufficient financial capacity
• Lack of proof attesting to the previous execution of contracts of similar nature
• Absence of attestation of site visit including a site visit report
• Absence of a valid bid security.

Essential Criteria

The following binary mode of evaluation shah be used:

 Only bids that would have obtained a score of at least 70% of 'YES' responses in the technical evaluation shah be retained for financial evaluation.

The contact shah be awarded to the bidder with the least financial offer after having qualified administratively and technically.
