Within the framework of the partnership between the National Community Driven Development Program (PNDP), and the Ndop Council, the Lord Mayor of Ndop Council, Delegated Contracting Authority, hereby launches, a Request for Quotation for the Construction of a slaughter house and the extension of potable water in to the slaughter house in Ndop central, Ndop Council.

The participation to this call for competition is opened to companies having submitted a file for pre-qualification and are recorded by the PNDP Regional Coordination Unit in the following fields of intervention: (1) Building Construction and Hydraulics
The participation in this call to competition is also opened to all companies able to comply with the administrative qualifications conditions as well astechnical and financial conditions as defined in the request for quotation.

The quotation file can be withdrawn free of charges from the Ndop council service of Award or the PNDP Regional Coordination Unit as from the 16/08/ 2017, during the working days, between 7.30 AM and 3:30 PM

The deadline of reception of the offers is fixed on -15/09/2017, at 10.AM. in sealed envelopes, at the Ndop Council service of award and should carry the inscription:

The dead line of execution is Ninety (90) days from the date of notification for this Jobbing Order to begin.
Each bidder must include in his administrative documents, a bid bond Issued by a first rate banking establishment approved by the Ministry in charge of finance and whose list is found in this Consultation File, of an amount of 638 700 CFA (six hundred and thirty eight thousand Francs CFA , and valid for thirty (30) days beyond the date of validity of bids.

Bids will be opened on the 15 September 2017 at 11:30 AM In the Ndop Council Hall, by the Ndop Council Internal Tenders Board. Only bidders may attend or be represented by duly mandated persons of their choice.
The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.
The bids shall be evaluated according to the main criteria as follows:
A. Eliminatorv criteria
1. -Deadline for delivery higher than prescribed;
2. -False declaration or falsified documents;
3. -Absence or insufficient bid bond;
4. -Omission of a unit price in the financial bid;
5. -score less than 19/24 of essential criteria
B. Essential criterial
1- General presentation of the tender flies;
2- Financial capacity;
3- References of the company in similar achievements;
4- Quality of the personnel;
5- Technical organization of the works;
6- Logistics;
7- Attestation and report of site visit;
8- draft jobbing odder duly filled Initialed in all pages signed and dated on the last
page.
This evaluation will be done in a purely positive way (yes) or negative (no) with an acceptable minimum of 19/24 of the essential criteria taken in account.
The contract will be awarded to the bidder who would have proposed the offer with the lowest amount( total without taxes), in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 19/24 of the essential criteria.
The bidder is bound by his bid for a period of sixty (60) days with effect from the deadline fixed for the submission of the bids.
