Within the framework of the General Dotation of Decentralization (GDD) for the year 2016, the LOGONE and CHARI Divislonal Delegate of Public Contracts, Contracting Authority, hereby launches, In emergency procedure, a national invitation to tender for the construction of three (03) boreholes equipped with human motivity pumps in the following localities of the township of WAZA in LOGONE and CHARI Division: SAOUDE, ANTARENA et AAALIA

Participation in this invitation to tender is opened to companies having their registered address or head office in Cameroon, mastering perfectiy rural hydraulic techniques and having various competences in the field of rural hydraulic services in general and in borehole services in particular, Including the provisioning and the installation of pumps with human and the installation of hydraulic works and equipment maintenance devices.

The maximum delivery deadline per lot provided for by the Contracting Authority shall be two (02) months, including the possible constraints related to the site situation such as accessibility and climate conditions, from the date of notification of service order to start works.
It is due to the bidder to propose in his offer a carrying out calendar that goes in the deadline indicated above.

Each bidder must include in his administrative documents, a bid bond Issued by a first rate-bank approved by the Ministry in charge of finance of an amount of five hundred and ten thousands (510 000) CFA francs, valld for sixty (60) days from the date of bid-opening.

Under pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities (senior Divisional Officers, Divisional officers...) of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Special Conditions ofthe invitation to tender. They must obligatory not be older than three months or must not be produced after the signing of the tender file.
Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially, the absence of a bid bond issued bya first-rate bank approved bythe Ministryin charge of Finance or the non-respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer without any appeal being entertained.

The bids shall be opened in one (01) phase.
The opening of the administrative documents, the technica! and financial offers shall take place on the 12/10/2016 at 2.00 pm local time by the LOGONE and CHARI Divisional Tenders Board iocated at the LOGONEand CHARI Divisional Delegation of Public Contracts Head Office (KOUSSERI).
Only bidders may attend or be duly represented by a person of their choice having a good knowledge of the file.

Main eliminatory criteria

Administrative offer

Absence of an administrative document;

Counterfeit document;

Non conformity of a document after the 48 hours regular extension.

Technical offer

False declaration or counterfeit document;

Having not gather at least 80% of "Yes" in qualification criteria.

Financial Order

Omission, in the unit price memo, of the price of a quantified task.

N.B: The certified copies of the previousiy legaiized documents will be systematically rejected.
