The General Manager of the Special Council Support Fund for Mutual Assistance (FEICOM), Contracting Authority, hereby launches an Open National Invitation to tender for the maintenance of the air conditioners, splits and refrigerators of FEICOM under 2016 financial year.
The technical characteristics of the said equipment shall be specified in the Tender Document
The services of this Invitation to tender shall consist in the preventive and curative maintenance of the equipment of FEICOM such as air conditioners, splits and refrigerators.
The estimated cost of this service shah be CFA F twenty million (20 000 000) Tl.

Participation in this Invitation to tender shall be open te national companies specialized in the field and having practised withouf interruption for at least two (02) years.
The service involved in this Invitation to tender shall be funded by the budget of the Special Council Support Fund for Mutual Assistance (FEICOM), 2016 financial year line 61-21-400 " maintenance of equipment and office furniture".

The maximum deadline provided by the Contracting Authority for the realization of the services involved in this Invitation to tender shall be twelve (12) months.
Each bidder should include in his administrative documents, a bid bond issued by a first rank bank approved by the Ministry of Finance and of which the list features in document 10 of the Tender Document (DAO), amounting CFA F four hundred thousand (400 000), and valid for sixty (60) deys beyond the deadline of the validity of bids.
Under the pain of rejection, the administrative documents required should absolutely be produced in originels or in certified true copies by the issueing service or competent administrative authority, in accordance with the stipulations of the Special Regulation of the invitation to tender. They should be dated not more than three (03) months.
In accordante with the prescriptions of the Invitation to tender, any incomplete bid shall be declared inadmissible. Especially in the absence of the bid bond issued by a first rank bank approved by the Ministry in charge of Finance or non-compliance with modela of the Tender file, shah Iead to the outright rejection of the bid.
Bids reaching the Mobilization of Financial Resources, Accounting and Assets Management Department ( Contracts and Procurement Service, Room 324) after the date and deadiines shah be inadmissible.
Any bid not compliant to the prescriptions of this Invitation to tender shah be declared inadmissible and shall lead to the outright rejection of the latter without any appeal whatsoever.

Opening of bids that shah be carried out in two phases, opening of administrative and technical bids shah take place first followed in the second place by that of the financial bids of bidders having obtained the minimum required technical score. Opening of administrative and technical documents shall take place on 28 OCT 2016 at 14:00 p.m. prompt by the Internal Tenders Board of FEICOM in the Conference. room Mobilization of Financial Resources, Accounting and Assets Management Department of FEICOM.
Only bidders may attend this opening session or may be represented therein by a persan of their choice duly mandated and having perfect knowledge of the file.
Opening of financial bids shah take place at the end of technical analysis and shah only concern bidders having obtained the minimum score of 75%.
A. Eliminatoty criteria:
- incomplete administrative file;
- absence of bid bond;
- false declaration or forged document;
- non compliant technical bid;
- omission in the price list, of a quantified unit price.
B. Essentiel criteria:
1.general presentation of bid;
2.compliance of bid with the technical specifications of the invitation to tender;
3.references in similar and related services such as electricity;
4.qualification of key staff, CV and certified copies of certificates;
5.financial capability;
6.methodology and calendar of execution of different maintenances;
7.visit to sites and installations to maintain with the report production (findings and recommendations).
Any bid not having obtained a cumulative percentage of 75% points shah not have its financial bid examined.
The contract shah be awarded to the bidder fulfilling the following conditions:
The bid shah on the esssential be compilant to the Tender Document; the bidder shah be qualified following the provisions of article 13. The lowest bid shah be the one chosen among those having obtained a cumulative percentage of 75% of « yes » ;
The bid shah at best fulfill the technical and financial conditions (quality/ price ratio) required, Lastly, the least bid should satisfy the criteria of the skills and quality sought for by the Contracting Authority in order to be chosen.
Bidders shall remain committed to their bid for ninety (90) days with effect from the deadline set out for the submission of bids.
