In View of the exécution Budget of the year 2019, the Mayor of DJOHONG Council hereby launches for the account of the of the Council of DJOHONG, an Open National Invitation to Tender for the works of construction of three (03) civils statusin the locations of Yamba, Yarmbang and Gandinang (share 1)Yamba:Yarmbang(share 2)and (share 3) Gandinangin the council of Djohong.

The Works subjects of this contract include:
I. WORK PREPARATORY AND STUDIES
II. TERRACING;( SHARESNM N'2ANDN"3).
III. FOUNDATIONS
IV. MASONRY -ELEVATION
V. roof-WALLS
VI. WOODWORK AND METAL
VII. ELECTRICITY
VIII. PAINTING
IX. PAVEMENTS AND VARIOUS NETWORKS

The estimated cost of the opération at the end of the preliminary studies is (24 000 000)twenty four millions or eight millions(8 000 000) per lot

THREE (03) lots

The participation is equally open to ail enterprises of Cameroonian right installed in Republic of Cameroon of the buildings and public work. This invitation to tender will be published in the JDM of the ARMP.

The works object of the présent call for tenders is financed by the PUBLIC INVESTMENT BUDGET 2019.

The file may be consulted during working hours in the Technical Service in Charge Of Planning and Urban Development at the Général Secretary of DJOHONG Council since publication of this invitation to tender trough newspapers or radio.

The file may be obtained from commission support at the Général Secretary of DJOHONG Council as soon as this notice is published against payment of a non-refundable sum of Fifty thousand (50 000) franc CFA payable in Djohong treasury council.

Each offer drafted in English or French in seven (07) copies, including one (01) original and six (06) copies marked as such, should reach at the the Technical Service in Charge Of Planning and Urban Development at the Général Secretary of DJOHONG Council not later than 09/04/2019 at 14 PM Noon local time and should carry the inscription:

The maximum exécution deadline provided for theProject Owner or Delegated Project Owner for the exécution of the works subject of this tender shallbeto THREE (03)months for each share.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the listin document 12 of the documents of call to tender (CRCT)fileof an amount of (160 000) (one hundred sixthousand) Francs cfa per lot in accordance with that will be valid for thirty (30)daysbeyond the original date of the validity of the offers. Or forty eight thousand (480 000) FR CFA for the three (03) lots.

Under pain of rejection, the administrative documents required, must be produced in originals or true copiescertified by the issuing service or an administrative authority in accordance with the Spécial Conditions of the invitation to tender. They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplète offer in accordance with the prescriptions of this notice and tender files shall be declared inadmissible. Especially the absence of a bid bond issued by a first rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase. The opening of the administrative documents and the technical financial offers shall take place on 09/04/2019 at 15 am local time by the Council of Djohong, in the Conférence Room of the City Hall.

Only bidders may attend or be duly represented by a person of their choice having a sign mandate.

Eliminatory criteria
The eliminatory criteria's will essentially carry on:
1. Absence of a piece administrative or false déclaration or then falsified piece,
2. Non possession in essence of a vehicle of type pickup link or pickup (justifying pièces: copy certified of the gray card duly legalized by the issuing service);
3. Driver of Works non registered to the National order of the Engineers of Genius Civil;
4. Not to have Justified a realization in the delay during the two (02) last years of a project of amount building at least equal to: 20 000 000 (twenty millions) CFA francs (justifying pièces: copy intégral of the contract, notification of the skilled worker of starting and temporary receipt PV)
5. Absence of an unit price either quantifiée! Bad décomposition of one under - détail of unit price of the DAO or the description of an unit price proposed no - compliant to the spécifications of the CCTP;
6. Absence of one under - détail of the unit prices;
7. Note technique lower to 70%.

At the risk of dismissal, the guaranty of submissiveness and the attestation of banking domiciliation of the tenderer must be produced imperatively in original, the other pièces in original or in copies certified compliant. These administrative justifications must date less three (03) month and to be compliant to the models.

Essentiel criteria
The relative criteria to the qualification of the candidates will carry to indicative title on:
1. A déclaration on the tenderer's honour, signed and dated certifying the visit of the site and according to the model joins in appendix;
2. Financial " balance of the three (03) last years;
3. Banking solvency " attestation superior in 50 million CFA francs;
4. References of the enterprise in the similar realizations;
5. Personal of technical framing on the yard;
6. Essentiel " matériels (Truck skip, vibrant Needle, concrète mixer, Kids tooling of yard and Vehicle of link, théodolite and Other matériels);
7. Technical " proposition: Existence of a methodology (Organization chart of the enterprise, Organization and methodology of exécution of works; Planning of exécution of works, Plans of the Project, Arrangement planned for the protection of the environment, hygiene and the security of the yard);
8. Note of général présentation of the offers.

The Contracting authority will assign the market to the tenderer whose offer has been recognized compliant for the main thing to the File of offer call and that arranges some requisite technical and financial capacities to execute the Market in a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises.

A tenderer can be attributed of more than a share.

Bidders will remain committed to their offers for 90daysfromthedeadlinesetforthesubmission oftenders.

To the exit of the exam of the offers of the tenderers Divisional Tenders Board Commission attached to Mbéré division, a contract of works will be concluded between the Adjudicator and the Contracting authority, for the account of the Djohong COUNCIL.
