The Mayor ofMASSANGAM Council, project owner, launches a notice of request for quotation with a view to the acquisition of eleven motorcycles in certain integrated health centers in the commune of massangam for the municipality of MASSANGAM, with a view to ensuring the optimal functloning of Services and the achievement ot statulory missions
The technical characleristics of the motorcycle are specified in the quotation request.
The provision ofthis contract consists ofthe purchase of 11 (eleven) motorcycles for
the benefit of certain integrated health centers in the commune of massangam.
The estimaled cost of this service is CFA F fifteen million (15 000 000).
This consultation is open to ail companies under Cameroonian law
The service subject to this consultation is fmanced by the budget of the Ministry of Public Health for the 2026 fmancial year

Each offer Draflcd in English or French and in seven (07) copies, including one original and six (06) copies, labelled as such, tender shall be submitted in a sealed envelope and against a receipt at the unit of launching of tenders of the Internal Commission in charge of Public Contracts situated at the Massangam Council, not later than 02/02/2026 at 09 o'clock

"To be opened only during the opening session"
The maximum deadline provided by the Contracting Authority for the delivery of the services relaiing to this invitation to tender shall be (three) 03 months, with effecl from the date of notification of the service order to start the exécution of the contract.
Each bidder must attach to bis administrative documents, a bid bond in the amount of CFA francs three hundred thousand (300.000) issued by a bank or first class company, approved by the Ministry of Finance and valid for thirty (30) days beyond the period of validity of the offers.
Under pain of rejection, the administrative documents required, should be produced in originals or in certified true copies by compétent authorities, in accordance with the stipulations of the Général Régulations of the Invitation to tender. They should be dated not more than three (03) months or should have been established later to the date of signing the Invitation Notice.
Any bid not compilant with the prescriptions ofthis Notice and Invitation to tender shall be declared inadmissible.
• Envelopes bearing information on the identity of the tenderer;
• Bids submitted after the closing date and time for submission;
• Bids non-compliant with the bidding mode;
• Envelopes without indication on the identity of the Invitation to Tender;
• Failure to comply with the number of copies specified in the Request for Quotation File (RQF) or offer in copies only;
Any incomplète offer in accordance with the prescriptions of the RQF shall be declared inadmissible. Especially the absence of a bid bond issued by a financial body or institution approved by the Minister in charge of Finance to issue bonds for public contracts or the failure to comply with the model documents of the RQF shall lead automatically to the rejection of the bid without any other procédure. A bid bond submitted but not rclatlng to the consultation concerned shall be considered as absent. A bid bond prescnted by a bidder during the bid opening session shall not be accepted.
The opening of bids, which shall be carricd eut in one phase, shall take place on 02/02/2026 at 10 am prompt by the Internai Tenders Board MASSANGAM Council in the Conférence Room of Town Hall.
Only bidders or their duly mandated représentatives having perfect knowledge of the file shall be called upon to take part in the opening session.
A. Eliminatory criteria:
1. Incomplete administrative file net regularized within forty-eight (48) hours;
2. False déclaration or forged documents;
3. Omission of bid bond
4. Technical olTer less than 80%;
5. Absence of the sworn statement for not having abandoned contracts during the last three years;
6. Omission in the price list, of a quantified unit priceand sous détail des prix;
7. The respect of tcchnical spécification
8. No conformily of model of soumission
B, Essential criteria :
1. Général présentation of bid;
2. Compliance of the equipment to the technical spécifications of the Invitation to tender;
3. After-sales service ;
4. Maximum delivery deadline of three (03) months.
Any submission not having obtained a cumulative percentage of 80% of« YES» shall not have its financial bid examined.
The Contracting Authority will award the contract to the tenderer whose offer will be evaluated the lowest and deemed to be in confomiity with the consultation file by fulfilling the technical and financial capacities.
Bidders shall remain committed by their bid for ninety (90) days with effect from the deadline set out for the submission of bids.
