The state of Cameroon represented by the Lord Mayor of Tubah Council; the Contracting Authority, hereby launches an Open National Invitation to Tender by emergency procedure for the construction of an equipped boreholes in Bambili Integrated Health Centre in Tubah Sub Division

The works include the following:
-The site selection after preliminary studies,
-The drilling process,
-The borehole design,
-The development,
-The yield test,
-The purchase and installation of the manual pump,
-The masonry works and installation of the drainage system,
-The physico-chemical analysis of the water,
-The disinfection of the whole borehole,
-The putting in place ofa Water Management Committee,

The estimated cost after preliminary studies is: 8.500.000 FCFA (eight million five hundred thousand) FCFA

The works isinto one (01) lot

Participation in this invitation is opened to registered qualified Contractors of the Republic of Cameroon with financial ability, technical and professional expertise in the construction of boreholes.

The works, subject of this invitation to tender, is financed by the Public Investment Budget of MINADER 2019.

The Tender File maybe consulted at the formal Tubah Council building within working hours from 7:30am to 3:30pm

The tender file maybeacquired from the formal Tubah Council building upon presentation of a non-refundable treasury receipt of Twenty thousand (20000) FCF A bearing the name of the company.

Each offer or bid drafted in English or French in seven(07)copies including the one(01)original and six (06) copies marked as such in accordance with the prescriptions ofthetender file should be submitted against a treasury receipt at the Divisional Delegation of Public Contracts for Mezam not later than 02/04/2019 at10 a.m local time and should carry the inscription:

The offers or the bids brought after the stipulated deadline shall not be received.

The maximum execution deadline shall be three (03) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the service order to start work.

Each bidder must Include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list Is found in document No. 12 of the Tender File, of an amount ofone hundred and sixty thousand FCFA (170.000 FCFA) and valid for thirty (30) days beyond the date of validity of bids

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities(Senior Divisional Officer, Divisional Officers)must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.
They must obligatorily be not older than three (3) months precedingthe date of submission of bids or may be established after the signature of the tender notice Any bid not in compliance with the prescriptions ofthe Tender File shall bedeclared Inadmissible. This refers especially to the absence of a bid bond issued byafirst-ratebank approved bythe Minister in charge of Finance.

The opening of bids in onephase shall be done on 02/04/2019 at 11 a.m in the Conference Hall of the Divisional Delegation of Public Contracts for Mezam by the Tubah Internal Tender Board Only bidders may attendorbe duly represented by a person of their choice who has full knowledge of the file.
The opening of administrative documents and the technical and financial bids (technical and financial if the openingis single-phased, technical only If the opening is double-phased)

The evaluation of the bids shall be done in three (03) steps:
 -1st step; Verification of the conformity of the administrative file;
 -2nd step: Evaluation of the technical file;
 -3rd step: Analysis of the financial file.

i. Eliminatory criteria
Eliminatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation according to the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.
They refer especially to:
1. Absence of a document in the administrative file;
2. False declaration or falsified documents;
3.A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
4. Non-compliance with model bid
5. Incomplete financial file;
6. Absence of a quantified unit price;
7.Non respect of 75% of essential criteria;
8. Name of company suspended by MINMAP
9. Financial situation below a third of the estimated cost

The Financial evaluation will be carried out only on those bids which have got at least 70% of the total Yes of the Technical Documents Evaluation.

The Jobbing Order shall be awarded tothebidder whose bid is In conformity tothe dispositions of the tender file and on the basis ofthe lowest bid and technical quality, confer article 33 ofthePublic Contracts Code. However Inconsistent and unrealistic financial offers shall not be accepted

The bidders shall remain committed to their offers during a period of(ninety) 90 days fromthe deadline set for the submission of bids.
