: REQUEST FOR QUOTATION N° 01/RQ/ BC/BCITB/ BIP/2026 OF 31/01/2026 FOR THE SUPPLY OF WATER PIPES TO NDENGNERE AND MBEBALI COMMUNITIES, BAFUT SUBDIVISION, MEZAM DIVISION OF THE NORTH WEST REGION.

Within the framework of 2026 Public Investment Budget, the Mayor of Bafut Council, hereby launches a Request for Quotation FOR THE SUPPLY OF WATER PIPES TO NDENGNERE AND MBEBALI COMMUNITIES, BAFUT SUBDIVISION, MEZAM DIVISION OF THE NORTH WEST REGION.

The services of this request for quotation include the

·         Supply of PVC Ø 90NP10

·         Supply of panaflex pipe Ø 63PN10

·         Supply of panaflex  pipe Ø 63PN10

·         Transportation of pipes

The estimated cost is as below

This project shall be financed by the 2026 MINDDEVEL Public Investment Budget

The file may be consulted during working hours at the SIGAMP SERVICE of the Bafut Council, as soon as this notice is published.

The file may be obtained from the SIGAMP SERVICE of the Bafut Council, as soon as this notice is published against payment of the sum of Twenty thousand Francs CFA (20,000) Francs CFA, payable at the Bafut Council Treasury, representing the cost of purchasing the Tender File

Complete bidders’ files, including all administrative documents, must be deposited in 07 copies including 0ne (1)original file and 06 copies on the 27/02/2026 lasted than 10:00 AM local time in sealed envelopes, at the SIGAMP SERVICE of the Bafut Council, and should carry the inscription:

The deadline of execution is Sixty (60) days from the date of notification for this Jobbing Order to begin.

14.  Evaluation criteria

The bids shall be evaluated according to the main criteria as follows:

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in this Consultation File, of an amount of Two hundred thousand Francs CFA (200 000 CFA) and valid for thirty (30) days beyond the date of validity of bids.

The bids shall be opened in a single phase. The opening of the administrative file, the Technical and Financial files will take place on the 27/02/2026 at 11:00 AM local time, in the conference hall of Bafut Council, by the Bafut Council Internal Tenders Board. Only bidders may attend or be represented by duly mandated persons of their choice

The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied by a signed model submission.

The bids shall be evaluated according to the main criteria as follows:

1. Eliminatory criteria

1.      - Absence or insufficient bid bond

2.       - 48hrs given for the absence or non-conformity of any other document in the administrative file;

3.      - Deadline for delivery higher than prescribed;

4.      Financial situation below one-third of the estimated cost

5.      - False declaration or falsified documents;

6.      A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;

7.      - Omission or change  of a unit price in the financial bid

8.      - Score of less than 75% of essential criteria

9.      – Incomplete financial file

10.   -Must be categorised under the competent subsector to supply the pipes

2. Essential criteria

NB. Pursuant to circular letter No.00005/LC/MINMAP/CAB of 26/12/2023, bidders with certified true copies of the certificate of categorisation shall not submit in their TECHNICAL FILE documents relating to; Their turnover, References of the company, own minimum technical and Logistics means, permanent staff and head office location

1-    General presentation of the tender files;

2-     Financial capacity;

3-    References of the company in similar achievements;

4-    specifications and references;

5-    Draft jobbing odder duly filled initialed in all pages,  signed and dated on the last page.

This evaluation will be done in a positive (yes) or Negative (no) with an acceptable minimum of 75% of the essential criteria taken into account.

The Contract will be awarded to the bidder who would have proposed the offer with the lowest feasible amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 75% of the essential criteria.

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
