Within the framework of the building works of three shop block In some Kalfou council Market of the Mayo-Danay Division, the Mayor of the KALFOU Council, Contracting Authority, hereby launches an Open National Invitation to Tender in Emergency Procédure forthe Ministry of Commerce.

The works subject of this contract includes:
Preparatory works;
- Excavations;
- The foundations;
- Building-élévations;
- Carpentry and roofing;
- Carpentry zinc work.-
- Electrification;
- Painting
- Drainage System.

The estimated cost of the opération following prior studies stands is 15000000 (fifteen million) francs CFA.

Participation in this invitation to tender Is open to equal conditions to Cameroon-Low related firms and companies experienced in building and Civil engineering.

Works which form the subject of this invitation to tender shall be financed by the MINCOMMERCE Public Investment Budget for the 2019 Financial Year.

The maximum exécution dateline provided by the Project Owner for the exécution ofthe works subject of this tender shall be three (03) months for each lot.

Each bidder must include in this administrative documents, a bid bond Issued by a first rate-bank approved by the Mlnistry in charge ofFinance featuring on the list In document 12 ofthe tender file of an amount of 300 000 (three hundred thousand) Francs CFA and valid for thirty (30) days beyond the original date of the valldlty of the offers.

Under pain of rejection, the administrative documents required, must be produced in orlginals or true copies certifled by the fissuring service or an administrative authority (Senior Dlvlsional Officer, Divisional Officer ) in accordance with the spécial conditions of the invitation to tender.
They must not beolder thanthree preceding the original dateofsubdivision of blds (3) months or must
net have been established after the signing of the tender notice.
Anyincomplète offer in accordance with the prescriptions of thIs notice and tender file shall be declared inadmissible. Especially the absence ofa bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The opening of ail blds is done In a single phase.
The opening ofthe administrative documents, the technical and financlat offers shall take place on 8/4/2019 at 03 o'clock by the Tenders Board attached to the Divisional Délégation ofPublic Contracts in the président office of Tenders Board ofthe Mayo-Danay(Yagoua - TIKORO quarter).
Only bidders may attend or be duly represented by aperson of their choice, (event In the event of a joint-venture) with sound knowledge of their files.

The eliminatory criteria setthe minimum conditions to be fulfilled in order to execute works subject of the tender. They could be:
• Absence of the provisional bid bond,
• False déclaration orfalcificated documents,
• Non-conformity oftechnical spécifications (sub-detailed price, quantified unit pries),
• Failure to score at least twenty-nine (29) essential criteria overforty-two (42),
• Absence of aquantified unit price,
• Non-conformity of the model of provisional bid bond.

. Personnel based on twelve (12) criteria,
. Equipment based on six (06) criteria,
. Work planning based on eleven(ll) criteria,
. Company's prefinancial references and abllities based on ten (10) criteria

The Mayo-Danay Divisional Delegate of Public Contracts in Yagoua, the Contracting Autority, shall award the contract to the tenderer with the lowest and technically compilant bid deemed to be essentially In keeping with the tender file. For this invitation, two lots can be awarded to one applicant.

Bidders will remain committed to their offers for a period of ninety (90) days with effect from the deadiine set for the submissionof tenders.
