Within the frame work of the Public Investment Budget of 2019, the Senior Divisional

Officerfor Ndianhereby launches an invitation to tender (Open National Invitation to Tender (ONIT)for the Construction of the Divisional Delegation of Commerce of Mundemba - Ndian.

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this invitation to tender is 03(three) months.

The estimated cost after preliminary studies is 68.925.289 (Sixty-eight million nine hundred and twenty five thousand two hundred and eighty nine) frs

The works are divided in to 0 lot

Participation in this invitation to tender is restricted to (all registered Cameroonians enterprises, with the necessary technical and financial and legal capacities that are prequalified)

Each bid drafted in English or French in seven (07) copies including the original copy. This bids should reach the (office of the Divisional Officer for Ndian) service of award not later than (IL el.) at 10:00am and should carry the inscription.

Each bidder must include his Administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of (600.000)frs and valid for ninety (90) days beyond the date of validity of bid.

Each bid drafted in English or French in seven (07) copies including the original copy. This bids should reach the (office of the Divisional Officer for Ndian) service of award not later than (IL el.) at 10:00am and should carry the inscription.

NB:Bids deposited after 10:00am shah' not be accepted.

For the construction of the Divisional Delegation of Commerce of Mundemba -Ndian

The bids shall be opened in a single phase (The opening of bids is a single-phased). However, for complex projects that were the subject of pre-qualification, the opening shall be double phase.

The opening of administrative documents and the technical as well as the financial is schedule

on  9/4/2019 at 11am  o’dock local time by the Tender Board situated at Mundemba.

Only bidders may attend or they could be represented by a duly mandated person.

(The start of the opening session must not be later than the one hour after the time-limit for the submission of bids as specified in the Tender File.

Eliminatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation according to the essential criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.

They refer especially to:

n  Absence of bid bond

n  False declaration or forged document

• Less than 70/100 in the technical offer

n  Incomplete administrative documents

n  Non-respect of the essential 03 criteria

n  Absence of quantified unit price

n  Non compliance with the model bid

ii.            Essential criteria

Essential criteria are those that are primordial or key in the judgment of the technical and financial capacity of candidates to execute the works forming the subject of the invitation to tender. The must be determined in relation to the nature and content of the works to be executed.

Indicatively, the criteria related to the qualification of candidates will be on;

• Financial situation.
• Experience
• Personnel
• Equipment

(The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the documents).

(Financial offers which are abnormally low shall be subject to a written or oral justification by the bidder before due consideration to him)

Bidders will remain committed to their bids for (90 days) from the deadline set for the submission of bids.
