Within  the framework of 2019 Public Investment Budget, the Lord Mayor of Santa Council Contracting Authority hereby launches an Open National Invitation to Tender for extension of Electricity from Buchi to Kongsa, Nipatwala in pinyin village  in Santa Sub Division, Mezam Division of the North West Region.

Work to be done consist of

• construction of a Medium valtage single phase line covering a distance of 170m, with 1x54.6m2 Almelec cable
• construction of a midium voltage/low voltage mix single phase line with 1x54.6m2 Almec and 4x25mm2 Aluminiun twisted cable covering a distance of 400m
  
• construction of a low voltage single phase line covering a distance of 2000m with 4x25 mm2 Aluminium twisted cable
• construction of two single phase transformation station equipped with two transformers H61-25KVA/17.32KV/B2
• the sundry expenses will consist of:

            -clearing and pruning 7m width on each side of the network.

             -transformation of wooden poles, materials and workers

The estimated cost after preliminary studies is 28,073,000 (twenty eight million and seventy three thousand) CFAF

Participation to this invitation to Tender is opened to Cameroonian enterprises that are in complience with the Cameroon laws

Works which form the subjecty of this Invitation to tender shall be  financed by the 2019 Public Investment Budget

The file may be consulted during working hours at the Santa Council, Contract Award Service, as soon as this notice is published

The file may be obained from the Santa Council, Contract Award Sevice as this notice is publushed against payment at the sum of 50 000 (fitty thousand) CFA Francs, payable at a Santa Council Treasury, representing the cost of purchasing the Tender File.

Each offer drafted in English or French in 07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the Santa Council, Contract Award Service not later 26/03/2019 at 9.00am noon local time and should carry the inscription:

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this invitation to Tender is one hundred and twenty (120)

 Each bidder should include in his administrative documents, a bid bond issued by a first-rate banking and whose lise is found in document N° 12 of the Tender file of an amount of 561,400 (five hundred and sixty one thousand four hundred) CFAF and valid for thirty (30) days beyond the date of validity of bids

Under penalty ot being rejected, only originals or certified true copies signed by the Issuing service or administrative authorities (Governor, Senior Divisional Officer, Divisional Officers) must Imperatively be  produced accordance with the Special Regulations of the Invitation to Tender

They must obligatorily not be older than three(03) months preceeding the date of submission of bids or may be established after the signature of the tender notice

Any bid not in complience with the prescription of the Tender File shall be rejected. This refers especially to the absence of a bid bond issued by a first rate bank approved by the Minister in charge of Finance

The bid shall be-opened in a single phase. The opening of the adminisrative documents, the Technical and financial offers will take place on the 26/03/2019 at 10:00am local time, In the conference hall of of the Regional Tender's Board, by its competent members Only bidders may attend or be represented by duly mandated person of their choice and having a good knowledge of their files.

The bids shall be evaluated according to the main criteria as follows:
A. Eliminatory criteria

1. Absence or non-conformity of an element in the administrative file;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence or insufficient bid bond;

5.  A bid with an external envelope carrying a sign on or mark leading to the identification of the bidder

6. Incomplete financial file;
7. Change of quantity or unit-
8. Non respect of 33/44 (75°>) of essential criteria;
9. Non completion of any project in the previous years in the North West Region or suspended by ARMP in 2019
Essential criteria
1 - General presentation of the Tender Files;
2- Financial capacity;
4- Quality of the personnel competent authority;

5- Technical organization of the works;
6- Safety measures on the site;
7- Logistics

8-Attestation of sites visit duly signed by the traditional ruler of Buchi village or signed on honor by the bidder and report of site visit with pictures
9- Special Technical Clauses initialed in all the pages-
10-Speciai Administrative Clauses completed and initialed in all the pages.

This evaluation will be done in a binary way (yes) or (No) with an acceptable minimum 33/34(75%) of essential criteria taken in account
