The Governor of North West Region (Delegated Contracting Authority), on behalf of The Director of the Regional Hospital Bamenda hereby launches an open national invitation to tender FOR THE SUPPLY OF A VEHICLE, HARD TOP 4x4 78 DSL FOR THE REGIONAL HOSPITAL BAMENDA

The estimated cost after preliminary studies is Thirty Seven Million Six Hundred Thousand (37,600,000) FCFA all taxes inclusive.

The supplies is in one (01) lot defined as follows: The supply of a vehicle, hard top 4x4 78 DSL for the Regional Hospital Bamenda

Participation is open under the same conditions to all Cameroonian companies and business concerns that have proven experience in the field of supplies

The supply of a vehicle, hard top 4x4 78 DSL for the Regional Hospital Bamenda, subject of this invitation to tender, shall be financed by the Investment Budget of the Regional Hospital Bamenda Fund (Revenue set aside).

The tender file may be consulted at the Governor's office North West Region as soon as this notice is published.

The tender file may be acquired from the Governor's office North West Region, upon presentation of a non-refundable treasury receipt of Sixty Two Thousand Two Hundred (62,000) FCFA  Such a receipt shall identify the payer as representing the company that wants to participate in the tender.

Each offer drafted in English and French in07 (seven) copies including 01 (one) original and 06 (six) copies marked as such, should reach the Governor of the North West Region office in Bamenda, not later than 30/04/2019 at 11:00am local time.

The maximum deadline provided by the Delegated Contracting Authority for the delivery of the supplies forming the subject of this invitation to tender is Two (02) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 ofthe Tender File, ofan amount 07 Seven Hundred and Fifty Two Thousand (752,000) FCFA and valid for thirty (30) days beyond the date of validity of bids.

Subject to being rejected, documents in the administrative file must include only originals or true copies certified by the issuing service or competent administrative authorities in accordance with the Special Regulations of the invitation to tender. These documents must be lessthan three (3) months old or established after the signing of the tender notice.
Any bid ngt in conformity with the prescriptions of the Tender File shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection ofthe bid.

The bids shall be opened in a single phase. The opening ofthe administrative documents, the .technical and financial bids shall bedone on the 30/04/2019 at 12:000 noon local time, in the
conference hall of the Governor of the North West Region by the competent tender board. Only bidders may attend or be duly represented by a person of their choice, who has full knowledge of
the file and mandated in that capacity.

Evaluation criteria The evaluation of the bids shall be done in three (03) steps:

•  1^st step: Verification of the conformity of the administrative file;

•  2^nd step: Evaluation of the technical file;

•  3^rd step: Analysis of the financial file. The criteria of evaluation are the following

 Eliminatory criteria

1. Absence or non-conformity of an element in the administrative file;

2. Deadline for delivery higher than prescribed;

3. False declaration or falsified documents;

4. Absence or insufficient bid bond;

5. A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;

6. Incomplete financial file;

7. Change of quantity or unit;

8. Non respect of (75%) of essential criteria;

9. Non completion of any project in the previous years in the North West Region and suspended by ARMP in 2019,

Essential criteria The technical offer of the bidder shall be assessed along the following lines

The contract shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basts of the lowest bid and technical quality, confer article 33 of the public contracts code.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of bids.
