Within the framework of the building works of two classrooms block in some government primarY schools of the Mayo-Danay Division, the Mayo-Danay Divisional office, Contracting Authorlty, hereby launches an Open National Invitation to Tender in Emergency Procédure for the Minister of Basic Education.

The works subject of this contract include:
Preparatory works;
Excavations;
The foundations;
Building-élévations;
Carpentry and roofing;
Carpentryzincwork;
Electrification;
Painting
Drainage System.

The estimated cost of the opération following prior studies stands is 18 000 000 (tenth eight millions) francs CFA for each lot.

The works shall be divided into three (03) lots defined as follows:
Loti; construction of two classrooms in the government primary school of TAPADAYE
Lot2: construction of two classrooms in the government primary school of ZIAM 1
LotS: construction of two classrooms in the government primary school of GAYA

Participation in this invitation to tender is open toequal conditions to Cameroon-Low related firms and companies experienced in building and Civil engineering.

Works which form the subject of this invitation to tender shall be financed by the Ministry of Basic Education Public Investment Budget for the 2019 Financial Year.

Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reachat the Divisional office (Tenders Unit), BP. not later than 12/04/2019 at 2 p.m., local time and should carry the inscription: '

The maximum exécution dateline provided by the Project Owner for the exécution of the works subject of this tender shall be three(03) months for each lot.

Each bidder must include in this administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of 360 000 (tree hundred six then thousand) Francs CFA for each lot and valld for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originels or true copies certified by the fissuring service or an administrative authority (Senior Divisional Officer, Divisional Officer )in accordance with the spécial conditions of the invitation to tender.
They must not be older than three preceding the original date of subdivision of bids (3) months or must not have been established after the signing of the tender notice. Anyincomplète offer inaccordance with the prescriptions of this notice and tender file shall be declared inadmissible.
Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The opening of ail bids is done in a single phase.
The openiag of the administraUve documents, the technical and financial offers shall take place on 12/04/2019
at  3 o'clock by the TendersBoard attached to the Divisional office in the président office of Tqnders Board of the Maga Council.Only bidders may attend or be duly represented by aperson of their choice, (event in the event of a joint-venture) with Sound knowledge of their files.

14 Evaluation criteria
14.1: Administrative documents
a) Uncompleted or non-compliant documents,
b) Falcificated document.
14.1.2: Technical proposa!
a) Incomplet or non-complaint documents;
b) False déclaration, falcificated or scanned documents;
c) Turnover in public and civil engineering works during the last three (3) years of less than thirty million (25 000 000) CFA F;
d) Failure to show proof of the exécution, as the main contracter, during the last three (3) years of the construction of at least one building,
e) Non-existence in the technical proposai of the rubric "organization, methodology and planning";
f) Failure to meet at least twenty-nîne (29) out of theforty-two (42) essential criteria;
14.1.3 Financlal offer
a) Incomplète financlal offer;
b) Non-compliant documents;
c) Omission of a quantified unit price in the financial offer;
d) Absence of a sub-detailed price;
e) Unrealistic and erroneous sub-detailed price.
14.2. Essential criteria
Présentation based on three (3) criteria,
Personnel based on twelve (12) criteria,
Equipment based on six(06) criteria,
Work planning based on eleven(ll) criteria,
Company's prefinancial references and abilities based on ten (10) criteria

The Head master council of Maga, the Contracting Autority, shall award the contract to the tenderer with the lowest and technically compilant bid deemed to be essentially in keeping with the tender file. For this invitation, two lots cannot be awarded to one applicant

Bidders will remain committed to their offers for a period of ninety (90) dayswith effectfrom thedeadiinesetforthe submissionof tenders.
