Within the framework of the building works of two classrooms block in some government primary schools of Maga council the Mayo-Danay Division, the heat master council of Maga, Contracting Authority, hereby launches an Open National Invitation to Tender in Emergency Procédure for the Minister of Basic Education.

The Works subject of this contract include:
- Preparatory works;
- Excavations;
- The foundations;
- Building-élévations;
- Carpentry and roofing;
- Carpentryzincwork;
- Electrification;
- Painting
Drainage System.

The estimated cost of the opération followlng prior studies stands is 19 000 000 francs CFA

The works shall be divided into two (02) lots defined as follows: construction of two classrooms in the government primary school of MAOUDA.

Participation in this invitation to tender is open toequal conditions to Cameroon-Low related firms and companies experienced in building and Civil engineering.

Works which form the subject of this invitation to tender shall be financed by the Ministry of Basic Education Public Investment Budget for the 2019 Financial Year.

The maximum exécution dateline provided bythe ProjectOwnerfor the exécutionof the works subject of this tender shail be three (03) months for each lot.

Each bidder must Include in this administrative documents, a bid bond issued by a first rate-bank approved by the Ministry In charge of Finance featuring on the list in document 12 of the tender file of an amount of 380 000 (four hundred forty thousand) FrancsCFA and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the fissuring service or an administrative authority (Senior Divisional Officer, Divisional Officer ) in accordance with the spécial conditions of the Invitation to tender.
They must not be older than three preceding the original date of subdivision of bids (3) months or must not have been established after the signing of the tender notice. Any incomplète offer in accordance with the prescriptions of this notice and tender file shall be deciared
inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance

The opening of ail bids is done in a single phase.
The opening of the administrative documents, the technical and financial offers shall take place on
13/04/2019 at 3 o'clock by the Tenders Board attached to the council Maga

Only bidders may attend or be duly represented by a person of their choice, (event in the event of a
joint-venture) with sound knowledge of their files.

14.1: Administrative documents
a} Uncompleted or non-compliant documents,
b) Falcificated document.
14.1.2: Technical proposai
a) Incomplet or non-complaint documents;
b) False déclaration, falcificated or scanned documents;
g)Turnover in public and civil engineering worksduringthe lastthree(3)years 20 000 OCX) Fcfa
d) Failure to show proof of the exécution, as the main contractor, during the last three (3) years of the construction of at least one building.
e) Non-existence in the technical proposai of the rubric "organization, methodology and planning";
f) Failure to meet at least twenty-nine (29) out of the forty-two (42) essentiel criteria;
14.1.3 Financial offer
a) Incomplète financial offer;
b) Non-compliant documents;
c) Omission of a quantified unit price in the financial offer;
d) Absence of a sub-detailed price;
e) Unrealistic and erroneous sub-detailed price.
14.2. Essential criteria
• Présentation based on three (3) criteria,
• Personnel based on twelve (12) criteria,
• Equipment based on six(06) criteria,
• Work planning based on eleven(ll) criteria,
• Company's prefinancial references and abilities based on ten (10) criteria

The Maga council, the Contracting Autority, shall award the contract to the tenderer with the lowest and technicaliy compilant bid deemed to be essentially in keeping with the tender file. For this invitation, two lots can be awarded to one applicant.

Bidders will remain committed to their offers for a period of ninety (90) days with effectfrom the deadiine set for the submission of tenders.
