The Mayor of Wum Council Contracting Authority, launches man emergency procedure, an Open National Invitation to Tender for fte construction of 24 market stores (G+1) in Wum main market in Kesu village in Wum council. 

These works take into account aspects of construction, according to current standards and regulations. The works implementations for the full completion of the construction of the buildings. Participation in tendering is open on equal terms to legal Cameroonian companies with technical and financial capabilities to cany out the works subject of this tender except all the perons who have carried out the feasibilities studies or any other companies related to them. All the prospective bidders of the tenders must carry out a site visit and produce a site visit report 

The above mentioned work, subject of this Tender will be financed by the PNDP technical and financial partners and the Wum

The Tender documents are available for collection at the Wum council of in Wum upon presentation of a receipt of payment of the sum of 55 000 Francs CFA (Fifty five thousand Francs CFA) per lot, non-refundable, paid at the level ofthe Wum Council.

The maimum deadline for works in a Provisional state of acceptance is one hundred and twenty (120) calendars days as from the date of Notification to the Contractor of the Service Order to commence works.

Each bidder must attach to his/her Administrative Bid, a bid bond equal to the following lots, established by a first class bank approved by the Ministry of Finance

 The bank or certified checks will not be accepted. The absence of the bid bond issued by a first class bank approved by the Ministry of Finance or the no respect of the models of the tender documents will result in rejection of the bid without any recourse

To avoid rejection, the other administrative documents required must be absolutely provided in original or certified copies by the issuing service in accordance with the provisions
The bids should nesserily be valid at the date of submission of bids or should have been established after the signing date of the Invitation of Tender.
Any bid not meeting the requirements of this Invitation and Tender File will be declared inadmissible.

 Main criteria of evaluation
9.1 ,1 Eliminatory criteria

A. Any bidder whose Financial and Administrative documents are not valid
B. Inccomplete bids and/or not in conformity with the conditions as provided for by the Tender
C. Technical Specifications incomplete and/or not in conformity with the CCTP,
D. Insufficient and/or incomplete Financial Bid.

 Essential criteria 
The non validation of all of the following criteria will cause asystematic rejection of the bid.
A. References of the Company;
B. Permanent or available material means;
C. Qualification ofconstruction workers;
D. Intervention methodology andexecution of works;
E. Capacity of cash flow.
Only bids deemed in conformity which have succeeded to obtain % of positive answers after the technical evaluation will see their Financial proposal taken into consideration and analysed.

The maximum number of lots to be awarded to one bidder is one (01) because is an unique lot.

The bids are valid for 90 calendar days as from the date of submission of bids.
