The Mayor of FOUMBOT Council, Project Owner, is launching a Call for Tenders for the equipment of the town hall and modern party hall of the Municipality of FOUMBOT, NOUN Division, West Region.

The service of this contract consists in the supply and transport under the full responsibility of the co-contractor of the following furniture: prestige wooden executive desks, executive chairs, storage filing cabinets, leather lounges, televisions, inverters, extensions, solid wood visitor chairs, coffee maker, secretary chairs, secretary desks, reception chairs, storage cabinets, meeting table, wooden desks for executives, conference tables, work chairs with armrests, TV units, side tables, office armchairs, office tables, banquet chairs, office filing cabinets, video projector, sound system, window blinds, refrigerator, split system, computers, photocopier, HP all-in-one microcomputer, 3-seater blue PVC metal waiting bench CV-M03P

Participation in this Call for Tenders is open to national companies specializing in the field of furniture and cabinetmaking and in category D of the sub-sector "Buildings and Collective Equipment".

The service covered by this Call for Tenders Document is financed by the budget of the Special Council Support Fund for Mutual Assistance (FEICOM) in accordance with the terms of the financing agreement binding the Municipality of FOUMBOT to FEICOM within the framework of this project.

The physical version of the Call for Tenders Documents may be obtained during business hours at FOUMBOT City Hall, upon publication of this notice, upon payment of a non-refundable fee of forty thousand (80,000) CFA francs for each LOT payable to the Municipal Revenue of the Municipality of FOUMBOT.

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies labelled as such, should reach sealed at the FOUMBOT Town Hall

The maximum deadline provided by the Contracting Authority for the delivery of the services relating to this invitation to tender shall be (three) 03 months per LOT, with effect from the date of notification of the service order to start the execution of the contract.

Under penalty of rejection, each bidder must attach to its administrative documents, a bid bond, paid by hand, established exclusively by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, in an amount equal to fourty nine thousand nine hundred and ninety nine (49 999) CFA francs for LOT 1 and fourty nine thousand nine hundred and ninety nine (49 999) CFA francs for LOT 2, valid for thirty (30) days, beyond the deadline for validity of the bids, accompanied by the receipt of deposit of said bond in accordance with Circular Letter No. 000014/C/MINMAP/CAB of July 23, 2025 relating to the procedures for the constitution, deposit, conservation, release, restitution and realization of guarantees in public contracts.

The administrative documents, the technical offer, and the financial offer must be placed in separate envelopes and submitted in a sealed envelope.

The following will not be accepted by the Project Owner:

• Envelopes bearing the bidder's identity;

• Envelopes received after the submission deadlines;

• Envelopes that do not comply with the submission method.

• Envelopes without indicating the identity of the Call for Tenders;

• Failure to comply with the number of copies indicated in the RPAO or offering only copies.

Under penalty of rejection, the required administrative documents must be submitted in original form or in copies certified by the issuing department or a competent authority (Prefect, Sub-Prefect, etc.), in accordance with the provisions of the Special Regulations of the Call for Tenders. They must be dated less than three (03) months prior to the original bid submission date or have been prepared after the date of signature of the Call for Tenders.

Any bid that is incomplete in accordance with the requirements of the Call for Tenders Documents will be declared inadmissible. This includes the absence of a bid bond issued by a first-rate bank approved by the Ministry of Finance and listed in Exhibit 12 of the Tender Documents, accompanied by the deposit receipt for said bond in accordance with Circular Letter No. 

The bid opening will take place in one session. The opening of administrative documents, technical, and financial offers will take place on _______ at ______, local time, by the Internal Public Procurement Commission of the Municipality of FOUMBOT, in the meeting room of the Town Hall.

Evaluation criteria for technical bids

A. Eliminatory criteria:

1.       Incomplete administrative file not regularized within forty-eight (48) hours;

2.       absence of bid bond;

3.       absence of receipt of deposit of said guarantee in accordance with circular letter No. 000014/C/MINMAP/CAB of July 23, 2025;

4.       absence of a certified copy of the categorization certificate or a decision making the classification in a category public, issued by the Public Contrats Authority less than 03 months old;

5.       absence of a signed declaration of non-abandonment of the contract;

6.       False declaration or forged documents;

7.       Technical offer less than 80% (less than 188 “yes” in the cotation table);

8.       Omission in the price list, of a quantified unit price and sous detail des prix;

9.       absence of the Certificate of Non-Exclusion from Public Procurement;

10.   • Having been terminated for default during the execution of a project financed by FEICOM (see Exhibit 15);

11.   The respect of technical specification;

12.   No conformity of model of submission;

13.   Absence of financial capacity under 20%.

B. Essential criteria :

1.       General présentation of bid;

2.       Compliance of the equipment to the technical specifications of the Invitation to tender;

3.       After-sales service ;

4.       Maximum delivery deadline of three (03) months.

Any submission not having obtained a cumulative percentage of 80% of « YES» shall not have its financial bid examined.

The Employer reserves the right to increase or decrease the quantity of certain tasks or services initially specified in the Bill of Quantities, without any change in unit prices or other terms and conditions, at the time of contract award, and prior to the signing of the contract by the successful bidder proposed by the Internal Contracting Commission. The cumulative amount of such changes should not exceed 20% of the proposed amount inclusive of VAT.

Bidders shall remain committed by their bid for ninety (90) days with effect from the deadline set out for the submission of bids
