Within the framework of the building works of two classrooms block in some government Primary schools of the Mayo-Danay Division, the Mayor of the DATCHEKA Council, Contracting Authority, hereby launches an Open National Invitation to Tender in Emergency Procédure for the Ministry of Basic Education.

The Works, object of this national invitation to tender comprise the following tasks interalia:
• Preparalory works;
• Excavations ;
• Foundalions;
• Inclination masonry;
• Roofing framework;
• Meta! fittings;
• Wiring;
• Painting;
• Road maintenance and diverse networks.

The estimated cost of the opération following prior studios stands is Nincty million (19 000 000) Fcfa per lot.

NB: Beyond the submission's deadiine, any tenders will no longer be received.

The maximum exécution deadiine provided for by the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender shall be three (03) months per lot.

Each bidder niust include in his administrative documents, a bid bond issued by a first rate-bank an assuranceCompany approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of tliirty eight hundrcd thousands 380 000) Fcfa per lot and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection. the administrative documents required, must be produced in originals or true copies certifled by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the Spécial Conditions of the invitation to tender.
They must not be older lhan three preceding the original date of submission of bids (3) months or must not have been established after the signing ofthe tender notice.
Any incomplète offer in accordance with theprescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank or a assurance Company approved by the Ministry in charge of Finance.

The bids shall be opcned in single phase.
The opening of the administrative documents, the technica! and financial ofTers shall take place on 15/04/2019 at three (3) o'clock by the Tenders Board attached to the Contracting Aiithority in the Divisiénal Délégation ofPublic Contracts ofMayo-Danay"s hall. Only bidders niay attend or beduly represenled by a person of their choice.

Eliminalory criteria
The main relative criteria to the élimination ofthe offers ofthe candidates are defincd like below:
a) Unconipleted documents;
b) Absence of tender security:
c) Falcificated documents.

a) Incomplet documents;
b) Faise déclaration, falcificated or scanned
c) Non-conforty of technical spécifications (sub-detailed price, quantified unit; price);
d) Failure to meet at least twenty (20) out of the twenty-six (26) essential criteria.
14.1.3 Financial offer
a) Incomplète financial olTer;
b) Non-coniplianl documents;
c) Omission of a quantified unit price in the financial offer;
d) Absence of a sub-detailed price;
e) Unrealistic and erroneous sub-detailed price
2. Essential criteria

The Contracting authority vvill assign the Contract to the Tenderer whose offer lias been recognized compliant forthe essential to the File of cal! of ofTers and that arranges requisite technica! and financial capacities to execute the Contract in a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises.

Bidders will remain committed to their offers for 90 days from the deadiine set for the submission of tenders.
