For on-line submission, the bid must be submitted by the bidder on the COLEPS platform no later than 28/07/2025...at...12.....p.m. exactly.

13. Admissibility of bids 
Any bid that is incomplete in accordance with the requirements of the Tender Documents will be declared inadmissible. Especially, the absence of a stamped, hand-paid bid bond issued by a body or financial institution approved by the Minister of Finance to issue bonds in the field of public contracts and accompanied by CDEC receipt, or failure to comply with the model documents in the Tender Documents, will result in the outright rejection of the bid without any further appeal.

For submission online, the bid must be submitted by the bidder on the COLEPS platform or any other official electronic means of communication to be specified by the Project Owner latest on 19/09/2025 at 12 PM, time limit. A back-up copy of the tender recorded on a USB key or CD/DVD must be sent in a sealed envelope with the clear and legible indication “back-up copy”, in addition to the above mentioned indication, within the deadline set.

The opening of bids shall take place on ...28/07/2025................  at 1 p.m. by the IRAD Internal Tender Board in conference room at Nkolbisson 
Only bidders may attend this opening session or be represented by a duly authorized person of their choice with full knowledge of the file, even in case of a group of enterprises

Tenders shall be opened at once on 19/09/2025 at 1PM by IRAD’s Internal Procurement Commission in the conference room located at Nkolbisson.
