The Vice-Chancellor of the University of Buea hereby launches Urgent Open National Invitation to Tender 08/ONIT/TB/UB/16 of 26/09/2016 for the Construction of a Professional Programs Building of the Departmental Block of the Faculty of Social and Management Sciences at the University of Buea, Phase 1
The works comprise the construction of the central core and one of the three wings of the building
The estimated costs after preliminary studies is 175,000,000 (one hundred and seventy-five million) francs CFA including taxes
The work is not in lots.
This call for tenders is open to all qualified national companies specialised in the domain of building construction.
This project is financed by the 2016 Budget of the University of Buea, Chapter 813, Article 390007 Pa ragraph 2220,
The tender file can be consulted during working hours at the Development Office, Room 211, of the Central Administration Building at the University of Buea, as soon as the tender is published.
Tender documents can be obtained during working hours at the Secretariat of the Development Office, Room 211, Central Administration Building, upon presentation of a receipt of a non-refundable fee of 100,000 (one hundred thousand)francs CFA to the special ARMP account No.33598842001-44 at BICEC,
Bids shall be submitted in seven (07) copies (one original and six copies) to the Development Office, Room 211, of the Central Administration Building, University of Buea, latest 10:00 a.m. prompt on 20/10/2016.The Khaki brown envelope containing the bids should be marked on the top right hand corner:
The maximum deadline provided for by the Contracting Authority for the execution of this project shall be seven (07) months.
Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of bids but may be established after the signature of the tender notice
Any bid not incompliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister of Finance.

Bids shall be opened in a single phase in the Conference Room of the Central Administration Building of the University of Buea, on 20/10/2016 at 11.00 am by the University of Buea Tenders Board in the presence of the bidders or their duly authorised representatives.
. Eliminatory criteria:
Absence of any administrative documents
The absence of a bid bond and or Attestation for Bidding Purposes from CNPS
- incomplete technical file.
Falsification of documents.
Obtaining a Technical score of less than 28 on 40 yeses
- Average business turnover of less than 150,000,000 (one hundred and fifty million) FCFA, for 2014,
2015 and 2016, supported by business licences. Any company known to have abandoned any project
Any company whose contract was cancelled within the last 24 months
IL Essential criteria:
Technical bids shall be evaluated on the basis of essential criteria mentioned below using a binary (Yes/No) scale.

B References of the Enterprise- (Previous experience on construction projects) (Maximum 7 yeses)
C - Proof of availability of relevant equipment to be used for the project:(Maximum 5 yeses)
D -Quality of personnel for this project (presentation of signed, dated Curriculum Vitae of key personnel:

Only bids that obtain a technical score of 28 on 40 shall be submitted for financial analysis. NB: Each item may score more than one Yes/No (see Technical Evaluation of Bids).
The contract shall be awarded on the basis of the lowest bid fulfilling the technical and financial conditions.
Bidders shall be bound by their bids for a period of ninety (90) days with effect from the tender submission deadline.
