1.Objet New(Additif)

Within the frame work of the 2016 Public Investment Budget, the Divisional Delegate of Public
Contracts Fako on behalf of the Mayor of Idenau council, hereby launches an Open National Invitation
to Tender by emcrgency procedure FOR THE EXTENSION OF ELECTRICITY TO IDENAU
AND BAKINGILI NEW LAYOUT IN FAKO DIVISION

2.Consistance des prestations New(Additif)

The works comprise the outcome of the preliminary studies carded out and the detailed information provided in the technical specifications.

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies is 20 000 000 FR

4.Participation et origine New(Additif)

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

5.Financement New(Additif)

6.Consultation du Dossier New(Additif)

The file may be consulted during working hours from (7:30am — 3:OOpm) at the office of the Divisional Delegation of Public Contracts Fakoas soon as this notice is published.

7.Acquisition du Dossier New(Additif)

The file may be obtained from the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 30.000 FCFA, payable at the Municipal Treasury Idenau.

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the office of the Divisional Delegation of Public Contracts Fako not later than 24/10/2016 at 09 am and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum deadline provided by the Project Owner for the execution of the works fon-oing the subject of this invitation to tender is three (03) months.

10.Cautionnement Provisoire New(Additif)

Under pain of being rejected, only originals or certified truc copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the special conditions of the Invitation to tender. They must not be older than three (03) months.

Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on the 24/10/2016 at 10am local time by the Tenders Board of the Contracting Authority in the Conference Hall of the Divisional Delegation of Public Contracts Fako, located at the Finance Building. Only bidders may attend or their duly accredited representatives with Power of Attorney.

13.Critères d'évaluation New(Additif)

          Main Eliminatory Criteria

A bid shall be rejected if:

It lacks any Administrative document;

The technical score is less than the minimum required;

It has any fake or forged document;

Absence of quantified unit price;

Non compliance with the model bid documents (documents Nos. 9 and 10);

It carnes any false information.

Enterprise has any abandoned project

The criteria for qualification of candidates should be on the following:

  • Access to credit or other financial sources (10 million francs at least)

v  References of similar jobs; Yes / No

Availability of material and essential equipment                                                         Yes I No

  • Experience of supervisory staff                                                      Yes I No

v  Methodology                 Yes/No

  • Turnover as in business license above or equal to 10 million francs CFA;

v  Qualified personnel relevant to the job.

Non-respect of two (02) of the above criteria shall entai! rejection of the bid.

14.Attribution New(Additif)

The Contract shall be awarded tothe lowest bidder fulfilling the best technical and financial conditions.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders

16.Renseignements Complémentaires New(Additif)

Complementary technical information may be obtained from the Secretariat of the Divisional Delegation of Public
