Within the framework of the execution of the 2019 PIB, the Governor of the North West Region, (Delegated Contracting Authority), on behalf of the State of Cameroon, hereby Launches by EMERGENCY PROCEDURE an open notional invitation to tender FOR THE LANDSCAPING OF THE REGIONAL DELEGATION OF EMPLOYMENT AND VOCATIONAL TRAINING NORTH WEST .

These Construction works take into account aspects of building constructions according to current standards and to the rules of art. The works include supplies and necessary implementations for the full completion of the Construction of the structure. The works ore defined within the norms and standards of Construction of public contract, in the general terms of order of works and bill of quantities -estimated in this contract.

The estimated cost after preliminary studies stands at ten million (10 000 000) all taxes inclusive.

The works which are subject of this invitation to tender are grouped into a unique lot

Participation is open under the same conditions to all Cameroonian Companies and business concerns that have proven experience in the field of building construction and civil engineering in general and who are not in a period of suspension by the authority in charge of public contracts.

The tender file may be consulted during working hours at the Regional Delegation of Public Contracts for the North West, at the Governor's Office for North-West In Bamenda.

The tender file may be acquired from the Regional Delegation of Public Contracts for the North West, Governor's Office for North-West in Bomenda, upon presentation of o non-refundable treasury receipt (Regional Treasury Bomenda) of 20,000 (twenty thousand) FCFA. Such a receipt shall identify the payer as representing the company that wants to participate in the tender.

Each offer or bid drafted inEnglishor French in seven (07) copies including the original and six (06) copies marked as such in accordance with the prescriptions of the tender file should be submitted against a treasuiv receipt at the Governor's Office for North-West in Bomenda not later than  07/05/2019 at 11am local time and should carry the inscription:

"OPEN NATIONAL INVITATION TO TENDER BY BEAAERGENCT PROCEDURE N° 011/ONIT/GOV/RTB-NW/2019 OF VITHE LANDSCAPING OF THE REGIONAL DELEGATION OF EMPLOYMENT AND VOCATIONAL TRAINING NORTH WEST.

"To be opened only during the bid opening session"

The offers or the bids submitted after the stipulated deadline shall not be received.

The maximum execution deadline shall be three (03) calendar months, including the rainy season and other vagaries, with effect from the date of notification of the administrative order of work commencement.

Bidsshall be accompanied by a provisional deposit (Bonk Guarantee Bond) established in accordance with the model annexed in the tender file by a banking institution or an insurance company approved by the Ministry of Finance and with a sum of 200 000 (two hundred thousands) FCFA.
The provisional deposit shall be automatically released not later than 30(thirty) days following the expiration of the validity of the bids for bidders who shall not be retained. In the case where the bidder is awarded the contract, the provisional deposit shall be released after the constitution of the final bond.

Under penalty of being rejected, onlyoriginalsor true copies certified by the issuing service or administrative authorities (Governor, Senior Divisional Officer, Divisional Officers)must imperatively be produced in accordance with the Special Regulations of the invitation to tender.

They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank or recognise insurance company approved by the Minister In charge of Finance..

The opening of the bids in one phase shall be done on 07/05/2019 at 12:00 noon prompt in the Conference Hall of the Governor North-West Region in Bamenda by the competent tender board. Only bidders may attend or be duly represented by a person of their choice, who has full knowledge of the file and mandated in that capacity.

 Evaluation criteria
The evaluation of bids shall be carried out in three stages:
> Ist Stage : verification of the conformity of each administrative document;
> 2nd Stage : Evaluation technical bids:
> 3rd Stage: Analyses of Financial bids.
The criteria of evaluation shall be as follows:
-Elimlnatory criteria
- Absence of a document in the administrative file;
- Deadline of execution more than the prescribed;
- False declaration or falsified documents;
- Absence of bid bond;
- Omission of a quantified task on the bill of quantities and cost estimates
-A bid with the external envelope carrying a sign or mark leading to the identification of the bidder:
-Technical not less than 75%
-Non completion of any project in the previous years in the North West Region or suspended by MINMAP for 2019.
- Incomplete financial file;
Main qualification criteria: The criteria relating to the qualification of candidates could indicatively be on the following:

• General presentation of the tender files;
• References of the company in similar achievements;
• Quality of the personnel per lot requested;
• Attestation and report of site visit;
• Technical organization of the works,
• Equipment's put aside for this project.
• Special Technical Clauses initialed inall the pages and signed, stamped and dated on the last page ;
• Special Administrative Clauses completed and initialed inall the pages and signed, stamped and dated on the last page
• Safety measures on the site.
• Pre-financial capability

The jobbing order shall be awarded to the bidder, whose bid isin conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, following article 33 of the public contracts code.

The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
