1. Within the framework of the execution of the 2019 State Budget, the Governor of the South West Region hereby launches by emergency procedure, an open national invitation to tender for THE REHABILITATION OF THE AGRI- FOOD PROCESSING CENTRE- LIMBE.

1. The works comprise notably:

This involves the realisation of the tasks outlined in the bills of quantifies and cost estimates and elaborated in the special technical clauses comprising notably:

-  Site installation and preliminary works;

-  Masonryworks;

-  Roofing and ceilingworks ;

-  Wood/ metalworks ;

-   Tillingworks;

-    Plumbingworks ; Electricityworks;

-    Painting Works;

-   V.R.D

The estimated cost after preliminary studies stands atforty-two million eight hundred and eighty one thousand (42.881.000) FCFA.

The tender is open to duly registered Cameroonian Enterprises that fulfil the requirements this invitation to tender.

Works which formed the subject of this invitation te tender shall be financed by the PUBLIC INVESTMENT BUDGET 2019 of MINPMEESA.

The tender file may be consulted during working hours at Governor's Office (Service of contract, Room 14).

The tender file may be acquired from the Governor's Office (Service of contract, Room 14); upon presentation of a non-refundable treasury receipt (payable at the Regional Treasury Buea) of Fifty Thousand (50.000) FCFA. Such a receipt shall identify the concerned bidder.

Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies including the original and six (06) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise, and should reach the Governor's Office(Inspectorate General)

3. The maximum duration of execution provided for by the Contracting Authority is three (03) months. This duration is as from the date of notification of the service order to start work.

Each bidder must include in his/her administrative documents, a bid bond that respects the models of thist ender file, issued by a first-rate banking establishment approved by the Ministry in charge of finance, (see list in document No. 12 of this tender file), of an amount of eight hundred and fifty-seven thousand six hundred and twenty (857,620) FCFA.

ln case of any ambiguities or differences, only the original shall be considered authentic

The opening of the bids in one phase shall be done on the 30 AVR 2019 at 12:00 noon prompt in the Conference Hall at the Governor's office for 'The South West by the South West Regional Tender's board.

Only bidders may attend or be duly represented by a persan of their choice, who has a full knowledge of the file and mandated in that capacity

Absence of a document in the administrative file;

Deadline of execution more thon the prescribed

False declaration or falsified or scanned documents;

Absence or insufficient bid bond;

Omission of a quantified task on the bill of quantifies and cost estimates

Enterprise with an abandoned contract or uncompleted project (above 10% lateness

penalties without due justification) in the South west Region.

Non satisfaction of at least70% of the main qualification criteria.

14.2. Main qualification criteria: The evaluation of the bids shall be done on predefined technical criteria on a global mark of 100. The criteria relating to the qualification of candidates could indicatively be on the following:

• Financial situation.
• Experience of the enterprise.
• Personnel to be mobilized.
• Equipment put at the disposal of the project.
• Methodology/organization of the site.

The jobbing contracts shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality, in accordance with article 99 of the public contracts code.

The bidders shall remain committed to their offers during a period of (ninety) 90 days from the deadline set for the submission of bids.
