National Invitation to tender under conditions of emergency procedure for N²
02/ON IT/ASD/AC/ACTB/2019 OF 09/04/2019 FOR THE CONSTRUCTION OF A M'MOCK FOSSIMONDI
COMMUNITY HALL IN ALOU SUB DIVISION LEBIALEM DIVISION South W.est Region.

The works subject of titis invitation to tender shah require THE CONSTRUCTION OF A M'MOCK FOSSIMONDI COMMUNITY HALL - IN ALOU SUB DIVISION-,Lebialem Division in the South West Region. The works and service required are found in the detail description mentioned in the respective bills of quantities and cost estimates.

Works which form the subject of this invitation to tender shali be financed as per the programmed budget head of the 2019 Public lnvestment Budget (P1B 2019) of the Republic of Cameroon as specified in the table below:-

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shah be ninety calendar days (three months) with effect from date of notification of the Service Order to start execution

Participation in this invitation to tender is open to all registered and qualified companies or groups of companies based in the Republic of Cameroon with the required technical and professional expertise in the domain of construction accompanied by the necessary financial capability

The Tender documents may be consulted immediately after publication of this invitation to tender from the Alou Council tender board o(Service in charge of the contracta award) during working hours at the Alou Council.

The Tender documents shah be obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of contracts award) during working hours at the Alou Council. The document shall be obtained upon presentation of a municipal treasury receipt showing the payment of a non-refundable sum of forty thousand (40,000) F CFA.

Each offer written in English or French shall be signed by the bidder or by a duly authorized Representative and presented in seven (7) copies, that is one (01) original and six (06) copies labelled as such. These shall be submitted in one externat sealed envelope containing three (3) envelopes, that is, Envelope A: Administrative Documents, Envelope B: Technicai document and Envelope C: Financial document. It shall reach the Alou council tender board Service in charge of contracts award ,not later than 29/04/2018 at 9:OOam local time. The sealed externat envelope shall be free of all identification marks, failing which it shall be rejected.

Each bidder shall enclose in his administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of Finance and that shah respect the model in this tender file featuring on the list in document 11 of the tender file and valid for ninety (90) days beyond the original date of the validity of the o ffers.

The sealed externat envelope addressed to the Delegated Contracting Authority shall bear the following inscriptions:

(To be opened only during the bids opening session of the Tenders Board)

Bids shall be opened by the Alou council Tenders Board Alou Council in a single phase on the 28/04/2019 at 10:00am local time in the Alou Council hall. Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. Note should be taken that in case of any ambiguities or differences during opening, only the original shall be considered authentic, that is, any bid which shall not comply with the requirements of the tender file shall be rejected. Bids shall be opened and assessed in a single (01) phase of two stages where:

• Done projects Totaling 100 million FCFA during the past 3 years                 Yes / No
• Access to credit or other financial sources                                              Yes / No

v  Has done similar job before                                                                 yes / No

v  Antecedents of non-execution of contract or pending disputes                   Yes / No

• Availability of material and essential equipment                                       Yes / No

v  supervisory staff with at least five years' experience in construction of

Drinking water supply schemes transport and distribution lines                     Yes / No
The non-respect of at least any 2 criteria shall cause the elimination of the bid.

The contract shall be awarded to the lowest bidder who must have fulfilled the administrative, technical and financial requirements

Bidders shall remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders (offers).
