The framework of the Public lnvestment Budget 2019, the Mayor of Alou Council, Delegated

Contracting Authority, hereby launches an Open National invitation to tender FOR THE CONSTRUCTION OF A PASTORAL BORE HOLE WITH SOLAR ENERGY AT (ATSOMBIE, M'MOCKMBIE). IN LEBIALEM DIVISION

The project is details as follows:

Participation in this invitation to tender is open to all registered and qualified companies or groups of companies based in the Republic of Cameroon with the required technical and professional expertise in the domain of construction accompanied by the necessary financial capability.

Works which form the subject of this invitation to tender shali be financed as per the programmed budget head of the 2019 Public lnvestment Budget (P1B 2019) of the Republic of Cameroon as specified in the table below:-

The complete tender file may be obtained from the Secretariat of Alou council upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of 35 000 FCFA. for the lot at the Alou Council Treasury.

Each bid drafted in English or French in seven(07) copies including the one (01) original and six (06) copies marked as such, should reach the General Secretariat of Alou Council in Alou, not later than the 30/04/2019 at 10:OOam. local time and labeled.

Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'AfriqueCentrale) featuring on the list in Document 12 of the tender file of an amount of 400 000 FCFA. For this lot with a validity period of Thirty (30) days from the date the bids are opened.

Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority. in accordance with the Special Regulations of the Invitation to Tender. within the last three months. otherwise they shall not be accepted.

Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the mode' documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

Each bid drafted in English or French in seven(07) copies including the one (01) original and six (06) copies marked as such, should reach the General Secretariat of Alou Council in Alou, not later than the 30/04/2019 at 10:OOam. local time and labeled.

The bids shall be opened in single (01) phase on 30/04/2019 at 11:00 O'clock local time by the Alou Council Tender Board in the Conference Hall of Alou Council in the presence of the bidders or duly authorized representatives having full knowledge of the file.

Bid shall be rejected when the following are absent:

• Incomplete Administrative documents
• Incomplete Financial documents

• The lack of bid security

False declaration or forged Administrative documents

Evaluation of prices will be done considering the amount without tax and the contract will be awarded to the lowest bidder after correction.

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
