1.Objet New(Additif)

Within the framework executing the 2017 budget with the internal resources, the General Manager of the Upper Nun Valley Development Authority (UNVDA), Contracting Authority, by procedure of emergency hereby launches a request for quotation for the supply of bags and
materials for rice seed in UNVDA.

2.Consistance des prestations New(Additif)

The services, subject of this request for quotation include the supply of:
- 4 000 Biodegradable woven bags of 100 kg for rice seed;
- 10 000 Biodegradable woven bags of 10 kg for rice seed;
- 1 000 roHs of cotton sewing threads;
- 50 rows of nylon agricultural twine of 4.7 kg each.

4.Allotissement New(Additif)

The supply is in a single lot.

5.Participation et origine New(Additif)

Partfcipation to this consultation is open to Small and Medium Size Enterprises with proven experience in this domain.

6.Financement New(Additif)

The project shall be financed by the UNVDA's 2017 Budget with the internal resources (Nomenclature 608101).

Tel: (237) 691 79 83 72, upon presentation a receipt of the purchase of the file of a nun refundable of 25 000 (twenty five thousand) CFA francs in the account N° 33598845001-20 in the « Special Account CAS ARMP » open in the BtCEC agencies, as soon as this notice is published.

Complete bidders' files written in English or French, including all administrative documents, must be deposited in 04 copies including the original file and 03 copies on the 31 OCT 2017 at 10:00 am focal time in a sealed envelope in the Service of Public Contract of UNVDA labelled as follows:

10.Delai de Livraison New(Additif)

The maximum deadline provided by the Contracting Authority for the supply shall be thirty (30) days from the date of notification to start the services.

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative document, a bid bond issued by a bank approved by the Ministry of finance of an amount of 130 770 (one hundred and thirty five thousand seven hundred and seventy) FCFA and valid for thirty (30) days beyond the validity of offers.

12.Recevabilité des Offres New(Additif)

Under penalty of being rejected, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer...) in accordance with the instructions to Bidders of the invitation to tender.

They must not be older than three months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplele offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

13.Ouverture des Plis New(Additif)

Bids will be opened on the 31 OCT 2017 at 11:00 am in the conference hall of UNVDA, by the Internal Tender's Board, In the presence of the bidders or their mandated representatives with full knowledge of the files if they desire.
The bids will be evaluated exclusively of value added tax (EVAT) and all taxes inclusive (ATI) and accompanied bya signed model submission

14.Critères d'évaluation New(Additif)

Main evaluation criteria
- Eliminatory criteria

Bids shall automatically be rejected when:
1. Absence of one or more administrative documents;
2. False or falsified documents;
3. Going beyond delivery deadline;
4. Less than 80% of "yes" in essential criteria;
5.Having done less than three similar supplies the past three years.

- Essential criteria
The criteria relating to the qualification of candidates could be on the following;
1. General presentation of the bids;
2. Financial capacity;
3. References in similar supplies;
4. Special Administrative Clauses completed and miliaied inaii the pages and signed in the last page;
5. Special Technical Clauses initialed in all the pages and signed in the last page;
6. Delivery deadline in conformity.
The analysts of bidsis going to be based on the eliminatory and the essential criteria.
Only bids with satisfactory administrative file shall be examined technically and financially.

15.Attribution New(Additif)

In application of the instructions of Minister Delegate at the Presidency of the Republic in charge of Public Contracts, the Project Owner will transmit the whole file to the Tenders Board for competence.

16.Durée Validité des Offres New(Additif)

Bidders willremain committed to fheir tenders for a maximum period of sixty (60) days from the deadline set for the submission of tenders.
