Within the framework of the Public Investment Budget 2019,theMayor of TintoCouncil,Contracting Authorityhereby launches anOPEN NATIONAL INVITATION TO TENDER (BY THE EMERGENCYPROCEDURE)FOR THE CONSTRUCTION OF A BUSINESS CENTRE IN BACHUO-AKAGBE
(TINTO COUNCIL AREA)

2.Consistance des prestations New(Additif)
  1. Nature of works:

The works comprise notably

  • Prepatory works,
  • Earthwork,
  • Foundation,
  • Elevation,
  • Carpentry and joinery,
  • Metalwork,
  • Electricty,
  • Painting,

VRD

3.Cout Prévisionnel New(Additif)

The total estimated cost of the works of this project after preliminary studies is thirty-two million (32 000 000) FCFAas programmed in the PIB 2019MINDDEVEL Budget.

4.Allotissement New(Additif)

The works for this project are In a single lot.

5.Participation et origine New(Additif)

Participation in this invitation to tender is open to all registered Cameroonian enterprises, with the necessary technical, financial and legal capacities.

6.Financement New(Additif)

Works which form the subject of this invitation to tender shall be financed by MINDDEVEL PIB 2019 BUDGET HEAD 53 27 351 01 641910 2226 821

The file may be consulted during working hours at the Tinto council Contracts Office Tinto, room 3Tel 670025999/677434725 as soon as this notice is published.

8.Acquisition du Dossier New(Additif)

The file may be obtained fromthe Tinto council contracts officeroom 3 670025999/677434725as soon as this notice is published against payment of the sum of Sixty-four Thousand (64 000) CFA francs, payable at the Tinto Council municipal Treasury.

9.Remises des offres New(Additif)

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Tinto Council contracts office not later than 061051 2019at 09 a.m. local time and should carry the inscription:

 

10.Delai de Livraison New(Additif)

The maximum deadline provided for the execution of the works forming the project subject of this invitation to tender is four (O4) months

11.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, andof an amount for the total project ofOne Million Six Hundred and Forty Thousand (640 000) FCFA which is valid for Ninety (90) days beyond the date of validity of bids.

12.Recevabilité des Offres New(Additif)

Each bid drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the Tinto Council contracts office not later than 061051 2019at 09 a.m. local time and should carry the inscription:

Envelop A: administrative documents;

-           Envelop B: technical offer;

Envelop C: financial offer.

These three (03) envelops will be put in a fourth one which shall be labelled imperatively as follows:

13.Ouverture des Plis New(Additif)

The bids shall be opened in a single phase. The opening of administrative documents, the technical and

financial bids      on 06/05/ 2019 at 10 am prompt local time by the Tinto Council Internal Tenders
Board situated at the Conference Hall of Tinto Council

Only bidders may attend or be represented by a duly mandated person.

14.Critères d'évaluation New(Additif)

¨       Absence of bid bond, or an administrative document,

¨       False declaration or forged document in file,

¨       History of bad execution of similar work or on-going legal suit with Government:

  • Absence of attestation of site visit signed by THE MAYOR OF TINTOCOUNCIL OR HIS REPRESENTATIVE, TRADITTIONAL COUNCIL.
  • Non-compliance with major technical specifications worth 70% ,
  • Absence of quantified unit price.

Indicatively, the criteria related to the qualification of candidates will be on:

15.Attribution New(Additif)

The contract shall be awarded to the bidder with the least possible financial offer having the technical and administrative files which are in conformity with the tender document/file.

16.Durée Validité des Offres New(Additif)

Bidders will remain committed to their bids for 90 deys from the deadline set for the submission of bids.
