Within the framework of the Public Investment Budget 2019, the SDO of KUPE MUANENGUBA, Contracting Authority, hereby re-launches an Open National Invitation to Tender on
behalf of Ministry of Water Resources And Energy, Project Owner, FOR THE RURAL
ELECTRIFICATION OF MANYEMEN IN NGUTI COUNCIL, KUPE MUANENGUBA
DIVISION, SOUTH WEST REGION
The works comprise the following:
Supply and install of three-phase gasoil power generating unit of 33 kVA perkins + reverser of 60A
- Tree-phase cable3X7Omm2 NP + ZEP
- Others
25 000 000FRS (Twenty Five Million Francs CFA)
The tender is open to duly legalized Cameroonian enterprises that fulfil the requirernents of this invitation to tender
Works of this invitation to tender shall be financed by Public Investment Budget of the 2019 financial year.

Each bid drafted in English or French in six (06) copies and one (01) original marked as such, should reach the SDO's Office, not later than 29/04/2019 at 10 am local time in three (03) distinct envelops which shall be labelled as follows:
Envelop A: administrative documents; (Spiral bound with all pages numbered)
Envelop B: technical offer; (Spiral bound with all pages numbered)
Envelop C: financial offer. (Spiral bound with all pages numbered)
These three (03) envelops will be put in a fourth one which shall be labelled imperatively as fol lows:
The maximum period provided by the Authorising Officer for the execution of the works is fixed at 03 (Three) months.
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 11 of the tender file of an amount of: Five Hundred Thousand Franc (500 000) CFA with a validity period of thirty (30) days from the date the bids are opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordante with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

The bids shall be opened in single phase
the opening of the administrative documents and the technical and financial offers shall take place the 29/04/2019 at 11 o' clock by tender board attached to the SDO's Office in the conference hall of the, represented by a person of their choice with a power of attorney
A bid shall be rejected if:
lt lacks any Administrative document;
The technical score is less than the minimum required;
lt has any fake or forged document;
It lacks any quantified unit price;
It carnes any false information.
It does not respect the model documents
- The bidder has antecedents of abandoned or uncompleted projects. The technical score is less than 70%
12. MAIN QUALIFICATION CRITERIA:

The non-respect of three (03) criteria out of seven (07) shall cause the elimination of the bid.
- The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender file.
- Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
