1.Objet New(Additif)

Within the framework of the execution of the 2019 state budget, the State of Cameroon represented by the Mayorof Njinlkom Council hereby launches an open national invitation to tender for the construction ofa block of two(02) classrooms at GS Twah-Yonga in Njinikom Subdivision, Boyo Division, North West Region.

2.Consistance des prestations New(Additif)

Work to be done consists of:
> Preparatory works
> Earth works
> Foundation
> Masonry Works (elevation)
> Roof works
> Joinery/Metals
> Electricity
> Painting
> External works
> Environmental Protection.

3.Cout Prévisionnel New(Additif)

The estimated cost of project is eigty thousand francs (18 000 000 FCFA)

4.Allotissement New(Additif)

Unique Lot : Construction of a block of two classrooms at GS Twah-Yonga.

5.Participation et origine New(Additif)

Participation in this invitation to tender is open to competent Cameroonlan enterprises that are in compliance with the fiscal laws and who are not currently excluded from public procurement.

6.Financement New(Additif)

The said works shall be financed as perthe programmed budget of the 2019 Public Investment Budget (PIB 2019) of the Republic of Cameroon under the Ministry of Basic Education assigned to the Mayor of Njinikom Council.

7.Consultation du Dossier New(Additif)

The Tender documents maybe consulted and obtained immediately after publication of this Invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at Njinikom Council.

8.Acquisition du Dossier New(Additif)

The Tender file may be obtained from Njinikom Council as soon as this noticeis published against payment ofa non-refundable sum of Thirty six thousand (36,000) CFAfrancs, payable at the Njinikom Treasury against a receipt.Such receipt shallidentifythe payer as representing the company that wants to participate In the tender.

9.Remises des offres New(Additif)

Each bid written in English or French shall be signed by the bidder or by a duly authorized representative and presented in seven (07) copies, that is one(01) original and six (06) copies labelled as such. These shall be submitted in one external envelope - sealed, containing three(3) internal envelopes, that is, Envelope A:Administrative Documents, Envelope B: Technical file and Envelope C :Financial file. The sealed external envelope shall bear no information about the company and shall reach Njinikom Council,
Service of Public Contracts, not later than the 14/05/2019, at 10:00am local time and note should be taken that in case of any ambiguities or differences during opening, only the original shall be considered authentic. The sealed pack shall bear the following inscriptions:

10.Delai de Livraison New(Additif)

The maximum deadline for the execution provided forby the Contracting Authority shall be three months (90 calendar days) with effect from date of notification of the Administrative Order to start works.

11.Cautionnement Provisoire New(Additif)

Each bidder must includeinhis administrative documents, abidbond issued by a first-rate financial establishment approved by the Ministry in charge of finance - the list of which is found in document No.12 of the Tender File, whose amount is Three Hundred and sixty thousands FCFA (380,000) francs CFA, and valid for thirty (30) days beyond the deadline of validity of bids.

12.Recevabilité des Offres New(Additif)

At the risk of being rejected, only originals or certified true copie by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperative be produced in in accordance with the Special Regulations of this Invitation to Tender. They must not be more than three (3) months old as at the date of submission of bids or must not be established before the signature of the tender notice.Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance and valid for a period of thirty days shall be rejected.

13.Ouverture des Plis New(Additif)

The opening of bid by the Internal Tenders Board Njinikom Council shall
take place on Tuesday 28/05/2019 at 11:00 am local time inthe conference hall of the Njinikom Council Chamber.

14.Critères d'évaluation New(Additif)

The bids shall be evaluated in three (03) steps:
> 1st Step: Verification of the conformity of the Administrative file;
> 2nd step: Evaluation of the technical file;
> 3rd Step: Analyses ofthe financial file.
1- Adminstratlve documents
•Any offer not in conformity with the prescriptions of this tender file shall be declared inadmissible. Especially the lack of the provisional Guarantee;
• False declaration or falsified documents.
2- Technical File
• Incomplete or non compliant documents;
• False declaration,forged or scanned documents;
•Non existence in the technical file of the rubric "organization, methodology and planning;

• Absence of the prefinancing capacity of atleast four Million five hundred thousand FCFA (4 500 OOOFCFA) ;
• Technical assessment mark lower than 80% of "YES".
3- Financial Offer
• Incomplete financial Offer;
• Non compliant documents;
• Omission of quantified unit price in the financial offer;
• Absence of breakdown price;
• Modification of the model breakdown unit price
The bids shallbe evaluated according to the main criteria as follows:

A- Elimlnatory Criteria
1. Absence ofa document in the administrative file;
2. Deadline for delivery higher than prescribed;
3. False declaration or falsified documents;
4. Absence ofabid bond;
5.A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
6. Incomplete financial file;
7. Omission of a unit price in the financial bid;
8. Technical score of less than 80% of the essential criteria;
9. Bidders who have been suspended from public procurement
B- Essential criteria
1- General presentation of the tender files;
2- Financial capacity;
3- References of the company in similar domains;
4- Quality of the personnel;
5- Technical organization of the works;
6- Logistics;
7- Attestation of site Visit and site visit report with photos signed by the enterprise;
8-SpecialTechnical Clauses completed andinitialedinallthe pages and signed on the last page;
9-Special Administrative Clauses completed and initialed in all the pages and signed on the last page.

15.Attribution New(Additif)

The evaluation will be done in a purely binary manner - (yes) or (no). The contract shall be awarded to the bidder who would have obtained aminimum technical score of80%inthe essential criteriaand 100% in thee liminatory criteria, taking in to consideration and who would have proposed a bid with the lowest amount, in conformity with the regulations of the tender documents.(see article 33 of the Public Contracts Code)

16.Durée Validité des Offres New(Additif)

Bidders shall remain committed to their offers for a period of ninety (90) days from the last date of the submission of tenders, that is,the tenders shall be valid for 90 (ninety) days with effect from their submission deadline.

17.Renseignements Complémentaires New(Additif)

Additional (supplementary) technical information maybe obtained every day during working hours from the service of Award of Contracts at Njinikom Council.
