Within the framework of the execution of the 2019 state budget, the State of Cameroon represented by the Mayor of Nkambe Council hereby launches an Open National Invitation to Tender, through the Emergency procedure THE CONSTRUCTION FOR REHABILITATION OF THE COMUNUAL ROAD OF NGIEBONGOM WITH LIMIT AT NKOR (LENGTH =12.00km), NKAMBE SUB-DIVISION, DONGA-MANTUNG DIVISION, NORTH WEST REGION

 The works comprise of the REHABILITATION OF THE COMUNUAL ROAD OF NGIE -BONGOM WITH LIMIT AT NKOR (LENGTH =12.00km)

The estimated cost after preliminary studies for each lot stands at fifty million FCFA (25,000,000) all taxes inclusive.

The works are inone (01) as follows:

Participation is open undeir the same conditions to all Cameroonian Companies and business concerns that have proven experience in the field of construction and civil engineering, in general, and who are not currently suspended from public procurement

The said works shall be financed as per the programmed budget ofthe 2019 Public Investment Budget (PIB 2019) ofthe Republic ofCameroon under the Ministry of Public Works as signed to the Mayor of Nkambe Council.

The Tender documents may be consulted and obtained immediately afterpublication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the award of contracts) during working hours at the Nkambe Council.

The Tender file may c t published against paymentofanon-refundabie sum of Fifty Thousand (50 000 Fcfa), CFA francs, and payable at any Public Treasury crthe Municipal Treasury of Nkambe Council.

The Tender file may be obtained from the Nkambe Council Tel: 677770257 as soon as this notice is published against payment of a non-refundable sum of fifty Thousand (50,000Fcfa), CFA francs, and payable at any Public Treasury or the Municipal Treasury of Nkambe Council

The maximum duration ofexecution provided for by the Contracting Authority shall be four calendar (04) months (120 calenderdays), as from the date of notification to the contractor to start work.

Each bidder must include in his administrative documents, a bid bond issued by afirst-rate banking establishment approved by the Ministry in charge of finance - the list of which is found in document No. 12 of the Tender File, whose amount is five hundred thousand (500,000) francs CFA, and valid for thirty (30) days beyond the deadline of validity of bids. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and those of successful bidders shall be retained until the required Performance Guarantee for good execution is provided.

At the risk of being rejected, only originals or true copies certified byn the issuing service orAdministrative Authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the aon fo Tender They must obligatorily be not older than three (3) months as at the date of submission of bids. Any bid not mcompliance with he prescriptions of the Tender File shall be declared inadmissible as per article 92 all 9 and 10 of the public contract code. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

The opening ofthe bids in one phase sheibe done at 11:00am, on 30/04/2019. in the Conference Hall at the Nkarnbe Council by the Nkambe Council internal Tenders Board. Only bidders may attend or be duly represented by aperson of their choice, who hab full knowledge of the file and mandated in that capacity

 Evaluation criteria; The evaluation of bids shall be carried out in three stages:

> 1st Stage: verification of the conformity of each administrative document;

> 2nd Stage :Evaluation of technical bids ;

> 3rd Stage; Analyses of Pinancial bids. The criteria of evaluation shall be as follows:

-Eliminatory criteria

• Absence ofthe bid bond in the administrative file;

• Bids submitted after the deadline for submission; ;

• Deadline of execution more than the prescribed;

• False declaration or falsified documents; and not submitted in

• External envelope bearing identification marks of the Bidder;

• Omission of aquantified task on the bill ofquantities and cost

• Enterprise with an abandoned or overdue contracts beyond contractual deadline.

• Failure to obtain at least 75% in the evaluation of the Technical proposal. 48 hoursas per request. estimates

Main Qualification criteria: The criteria relating to the qualification of candidates could indicatively be on the following. i • Pinancial situation '

• Experience

• Personnel

• Equipment.

• Methodology/organization of the site

The Contract shall be awarded to the bidder whose bid is in conformity with the dispositions of the Tender File and on the basis of the lowest bid and technical quality, refer article 99 a. of the Public Contracts Code.

The bidders shall remain committed to their bids during aperiod of (ninety) 90 days from the deadline set for the submission of bids.
