Within the framework of the Public Investment Budget 2019, The Governor of the south west
region hereby launches an OPEN NATIONAL INVITATION TO TENDER FOR THE
CONSTRUCTION OF THE REGIONAL DELEGATION OF PUBLIC HEALTH, SOUTH WEST
PHASE 3.
- 1. Nature of services
The works comprise notably:
- Preparatory works and studies..
- Elevation works,
- Excavation
- Metal works,
- Electricity,
- Sanitary installation,
- Vrd (externalworks).
The estimated cost after preliminary studies is Eighty eight Millions (88,000,000)
The works shall be in one lot
Participation in this invitation to tender is open to all registered Cameroonian enterprises, possessing the necessary technical, financial and legal capacities
The works which are the subject of this invitation to tender sha€1 be financed by PIB 2019, budget head No
The file may be consulted during working hours at the Regional Delegation of Public Contracts Office Buea, Service of award of Contracts Tel: 233 32 32 39/ 233 32 32 45 as soon as this notice is published.
The file may be obtained from the Governor's office (service of contracts)room 14 Tel: 233 32 25 07 as soon as this notice is published against payment of the sum of Seventy Thousand (70 000) CFA francs, payable at the Buea Treasury.
Each bid drafted in English or French in seven (7) copies including the original and six (G) copies marked as such, should reach the Service of award of Contracts, Governor's office room 14 not later than 03 MAY 2019 at 10 a.m.prompt local time local time and should carry the inscription:
The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is five (05)months
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, and of an amount of One million seven hundred and sixty francs (1760 000) FCFA which is valid for Ninety (90) days beyond the date of validity of bids
At the risk of being rejected,the bid bond shah be submitted in an original copy not more than three (03) months old.The bid bond shall be released latest thirty (30) days after the expiry of the validity of offer for the unsuccessful bidders.However,the temporary bid bond of the
successful' bidders.However,the temporary bid bond of the successful bidders shall only be released upon establishment of a final bid bond.

The bids shall be opened in a single phase The opening of administrative documents, the technical and financial bids on 03 MAI 2019 at 11 am prompt local time by the SOUTH WEST REGIONAL TENDERS BOARD situated at the Conference Hall of the governor's office.
Only bidders may attend or be represented by a duly mandated person.
Eliminatory criteria fix the minimum conditions to be fulfilled in order ta be qualified for evaluation according to the essentiel criteria. The non-respect of these criteria leads to the rejection of the bid made by the bidder.
They are especially:
- False declaration or forged document
+ Absence of attestation of site visit signed by the Mayor of Isangele council.
- A technical score of less than 70%
+ Absence of quantified unit price) Essentiel criteria

The contract shall be awarded to the bidder with the best financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders will remain committed to their bids for 90 days from the deadline set for the submission of bids.
