The MAYOR OF MISAJE COUNCIL, (Coniracting Authority hereby representing the State of Cameroon within the frame-work of the 2019 Public Investment Budget (PIB 20)9), launches under emergency procedure of 21days an opened national invitation to tender THE CONSTRUCTION OF AWATER TANK AND EXTENSION OF POTABLE WATER IN MISAJE TOWN, MISAJE SUB-DIVISION, DONGA MANTUNG DIVISION, NORTH WEST REGION.

The services involved in this initation to Tender shall require THE,CONSTRUCTION OF AWATER TANK AND EXTENSION OF POTABLE WATER IN MISAJE TOWN, MISAJE SUB-DIVISION, DONGA MANTUNG DIVISION, NORTH WEST REGION.

UNIQUE LOT

Participation in this Invitation to tender is open to all Cameroonian Companies/enterprises that have experience in the execution of potable water projects by gravity.

The said works shall be financed as per the programmed budget head through the 2019 Public Investment Budget (PIB) of the Republic of Cameroon under the Ministry of decentralization

The Tender documents may be consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Service in charge of the  award of contracts) during working hours at the CHAMBERS OF MISAJE COUNCIL. (Service in charge of award of public contracts). The document shal be obtained upon presentation of a receipt testifying the payment of a non-refundable sum of Fifty THOUSAND (50 000) francs CFA payable to the Misaje municipal Treasury,

Each bid written in English or French shall be signed by the bidder or by a duly authorized representative and presented in eight (8) copies, that is one (01) original and seven (07) labelled as such. These shall be submitted in one external sealed envelope containing three (3) envelopes, that is. Envelope A: Administrative Documents, Envelope B: Technical file and Envelope C: Financial file.

The sealed external envelope shall bear no information about the company and shall reach the  Divisional Delegation of public contracts Service in charge of contract(s) award, not later than the 30/04/2019 at 10:00am local time and note should be taken that in case of any ambiguities or differences during opening, only the original shall be considered authentic. The sealed pack (outer envelope) shall bear the following inscriptions:

 (To be opened only during the bids opening session of the Tenders board)

The maximum deadline for the execution provided tor by the Contracting Aulhonty shall be ONE HUNDRED AND twenty (120 calendar days) with effect from date ot notilication ot the Service Order to start works

Each bidder shall enclose in his administratiove documents a bid Bond (provisional Guaranttee that rspects the model in his Tender file of five hundred thousand francs CFA (500 000) issued by the first rate bank approved by the ministry in charge of finance futuring on the list in document 10 of the tender file and valid for (30) days beyond the validity of the tender

Each bidder shall enclose in his administratiove documents a bid Bond (provisional Guaranttee that rspects the model in his Tender file of five hundred thousand francs CFA (500 000) issued by the first rate bank approved by the ministry in charge of finance futuring on the list in document 10 of the tender file and valid for (30) days beyond the validity of the tender

Subject to rejection, only originals or true copies certified by the issuing services of the required administrative documents (Senior Divisional Officer, Taxation Officials, etc.) including the bid bond must imperatively be produced in accordance with the Special Tender Regulations. Tthey must obligatorily not be older than three (03) months or must be produced after the signing of the tender file. Double certification shall not be accepted. Any bid that shall not be in conformity with the prescriptions of this tender shall be declared inadmissible

The provisional guarantee will be released no later than thirty (30) days after the period ot bid validity for unsuccessful bidders. For the bidder who is awarded the contract, the provisional guarantee will be released after constitution of the final guarantee.

NB; The successful bidder shall during site installation present the originals of the respective documents for strict verification of their authenticity.

Bids shall be opened by the Divisional Tenders Board for Donga-Mantung in a single phase on the 30/04/2019 11:00am local time in the hall provided at the DIVISIONAL OFFICE (SDO) OFFICE) Only bidders or their authorized representatives having a perfect knowledge of the file may attend the bid opening session. Any bid which shall not comply with the requirements of the tender file shall be rejected. Bids shall be opened and assessed in a single (01) phase oftwo stages where:

a) Stage I shall involve:

i) Opening and appraisal of validity', authenticity and completeness

ii) Opening of envelopes containing technical documents to appraise and evaluate technical proposals

NB: Any bids which shall not obtain 85% score in the technical evaluation shall simply be eliminated.

b) Stage II Opening of financial offers to appraise proposed amount for the project.

ASSESSMENT CRITERIA: Tender conformity shall be evaluated as per the following:

A) Eliminatory Criteria.

- Bids submitted in unsealed envelopes and packs;

- Offers (bids) submitted afterthe deadlineor time limit;

- Absence oforiginal or properly certified administrative documents,

- Administrative documents more than 3months old;

- Incomplete technical or financial documents;

- Absence ofa site visit report with pictures signed by the Mayor of MISAJE council.

- Omission ofunit price schedule and. - Nonejustificationofcapacity to pre-finance ;

- Absence of technical proposal/plans.

- Technical and administrative evaluation mark less than 85% ; False declaration or forged documents ;

- Absence of an attestation of complete realization of at least TWO Gravity water projects (projects quoted) in Donga Mantung Division Issued by MINEE.(One of these project MUST be in MISAJE COUNCIL AREA.)

B) Evaluation Criteria. The preliminary evaluation shall be the binary method (YES/NO) based on the following essential criteria:

- Details of these main qualification  criteria are specified in the accessment grid specified in the assessment grid found in the Special Tender Regulation (RPAO)

The contract shall be awarded to the lowest feasible bidder. Who fulfils the technical financial and administrative requirements

Bidders will remain committed to their offers for a period of ONE HUNDRED AND FIFTY DAYS (150) days from thelast dale for the submission oftenders, that is, the tenders shall bevalid for 150 (one hundred and fifty) days with effect from their submission deadline

The contracting Authority reserves the right if warranted to subsequently amend this Invitation to Tender
