In view of the exécution public investment budget of the year 2019, the Mayor of Belel Council hereby launches for the account of the of the Council of Belel, an Open National Invitation to Tender in Procédure of Emergency for the works of construction of a borehole equipped with a pump witb human motricity at Gagou in Belel council.

The works subjects of this contract include:

• Shifting and removal
• Drilling in the base
• Equipement- Development-Pumping
• Superstructure
• Fourniture and installation of the pump
• formation

The estimated cost of the opération following prior studies stands is 8 000 000 (millions) francs CFA.

The participation is equally open to ail enterprises of Cameroonian right installed in Republic of Cameroon and filling the conditions taken in the Spécial Rules of Invitation to Tender (SRIT), which makes the object of the piece N° 03 of the présent File of invitation to tender.

The file may be consulted during working hours in the Technical Serv ice in Charge Of Planning and Urban Development at the Général Secretary of Belel Council since publication of this invitation to tender trough newspapers or radio.

The file may be obtained from commission support unit at the Technical Service in Charge Of Planning and Urban Development at the Général Secretary of Belel Council as soon as this notice is published against payment of a non-refundable sum of twenty thousand (20 000) franc CFA francs payable at the Council treasurer service of Belel.

Each offer drafted in English or French in seven (07) copies, including one (01) original and six (06) copies marked as such, should reach at the the Technical Service in Charge Of Planning and Urban Development at the Général Secretary of Belel Council not later than 16 MAI 2019 at 1 hour local time and should carry the inscription :

Open National Invitation to Tender in Procédure of Emergency N°03/AONO/SG/CBELEL/ CIPM/vina/2019 of ....... RELATIVE TO THE WORKS OF CONSTRUCTION OF A BOREHOLE EQUIPPED WITH A PUMP WITH HUMAN MOTRICITY AT GAGOU IN BELEL COUNCIL.

NB: The offer should be accompanied by a CD coutaining the numeric version under Excel format of the quantitative and approximate détail setting.

The maximum exécution deadline provided for the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender shall be to tree (03) months for each share.

Provisional bid bond Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of 160 000 (one hundred sixty thousand) Francs cfa that will be valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejecîion, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Spécial Conditions of the invitation to tender. They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplète offer in accordance with the prescriptions of this notice and tender file shall be deciared inadmissible. Especially the absence of a bid bond issued by a fîrst-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase. The opening of the administrative documents and the technical financial offers shall take place on 16 MAY 2019 at 2 am local time by the Council of Belel, in the Conférence Room of the City Hall.

Only bidders may attend or be duly represented by a person of their choice having a sign mandate.

Eliminatory criteria
The eliminatory criteria's will essentially carry on:
1. Absence of a piece administrative or false déclaration or then falsified piece,
2. False statement or falsified document;
3. Absence of a quantified unit price in the financial offer;
4. Technical score less than 70%;

At the risk of dismissal. îhe guaraniy of submissiveness and the attestation of banking domiciliation of the teiiderer must be produced imperatively in original, the other pièces in original or in copies certified compliant. These administrative justifications must date less three (03) month and to be compliant to the models.

Essential criteria
The relative criteria to the qualification of the candidates will carry to indicative title on:
1. A déclaration on the tenderer's honour. signed and dated certifying the visit of the site and according to the model joins in appendix.
2. Financial " balance of the three (03) last years;
3. Banking solvency " attestation superior in 50 million CFA francs;
4. Référencés of the enterprise in the similar realizations;
5. Personal of technical framing on the yard;
6. Essential " materials (Truck skip, vibrant Needle, concrète mixer, Kids tooling of yard and Vehicle of link and Other materials);
7. Technical " proposition: Existence of a methodology (Organization chart of the enterprise, Organization and methodology of exécution of works; Planning of exécution of works. Plans of the project, Arrangement planned for the protection of the environment, hygiene and the security ofthe yard);
PS: Only the tenderers having gotten 70% of yes to the technical assessment will be admitted to the financial analysis.

The Contracting authority will assign the market to the tenderer whose offer has been recognized compliant for the main thing to the File of offer call and that arranges some requisite technical and financial capacities to execute the Market in a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
