The Director General of the South West Development Authority (SOWEDA) hereby launches a Request for the Expression of Interest for the Pre-Qualification of Consultancy Firms to Audit the Accounts and Financial Stateménts of SOWEDA for the 2018 Financial Year.

The services that are subject of this request for expression of interest are defined in the Terms of Reference of the assignment
Participation in this expression of interest is open to ail Cameroonian based consultancy firms with sufficient technical competence and national experience in the provision of the services mentioned above.
The services which are the subject of the Invitation to Tender that shall be launched subsequent to this Request for Expression of Interest shall be financed under the SOWEDA/GOC/2019.
The opening and evaluation of application files in view of pre-qualifying the consultancy firms shall be carried out at SOWEDA, Buea.
Administrative documents which should not be more than three (3) months old and valid for the 2019 financial year include photocopies of:
- A signed and stamped (1,000frs fiscal stamp) letter of declaration of intention of the consultant to participate in the bidding procedure (Motivation Letter).
- Photocopies of relevant administrative and fiscal documents allowing them to carry out business in Cameroon including: Attestation of business registration issued by the Ministry of Commerce, Certificate of tax clearance issued by Taxation Department, Tax Payer's Card, Attestation of NonBankruptcy, Plan of Location.
7. Technical Proposal.
The technical documents shall include:
a) Brief presentation of the consultancy Firm
b) A statement of capability and experience indicating that they are qualified to perfonn the services required. This should be supported by brochures, attestation/evidence and description of experience in similar assignments accomplished and duly received, availability of appropriate skills among staff etc. Signed CVs and copies of certificates of staff must be included.
8. Essential Criteria:
- Proof of references in similar jobs
- Absence of any of the requirements or conditions stated about the personnel
9. Eliminatory Criteria
- Incomplete administrative documents
- False declaration or falsified document
- Lack of appropriate personnel.
10. Indicative Selection Criteria
The consultants shall be pre-selected on the basis of:
Experience, especially in similar assignments (45/100)
- The caliber of human resources in relation to this assignment (45/100) General presentation of bids (10/100).

Selected firrns shall be invited to participate in the restricted national tender for the recruitment of the consultancy firm to carry out the activity that is subject of this call for expression of interest.
