As part of the continuation of the Project Ownership Assistance (POA) on the «Regional Capital » programme and in view of the completion of a first POA contract in the first quarter of 2020, the Minister of Housing and Urban Development (MINHUD) is launching, on behalf of the Government of the Republic of Cameroon, this Expression of Interest for an assistance to project owner in the implementation phase of the C2D Urban «Regional Capital » programme.

The services consist in supporting the Project Owner , the Ministry of Housing and Urban Development and the five Urban Councils involved in the implementation of the "Regional Capital 1" (CR1) subprogrammes, which concern the cities of Bafoussam, Bertoua and Garoua, and "Regional Capital 2" (CR2), which concern the cities of Bamenda and Maroua. These two sub-programs, the first -CR1- in the work phase and the second -CR2- in the study phase, each have two (02) components defined as follows:
- Component 1: Priority Investment Programmes (PIPs) aimed at closing the infrastructure gap and catching up with the infrastructure needs of the five cities;
- Component 2: Capacity building for local project owners to enable the five cities to implement IPPs and beyond, to better manage municipal services.
The POA will be constituted:
- Seven Technical Assistants (TAs)/resident experts:
i. Two TAs placed at the level of the Central Coordination Unit (Yaoundé), including the Head of Mission and his Assistant;
ii. One TA within each local unit, that is 05 TAs.
- A pool of technical experts.
TAs should have experience in urban project management and institutional support.
The services will be financed by the 3rd Debt Relief and Development Contract (C2D grant) signed on 30 June 2016 between the Government of the Republic of Cameroon and the Government of the French Republic and in particular Convention No. 1521-01-G of 28 June 2019 on C2D allocation to the Regional Capital Programme 2.

For project ownership assistance during the implementation phase of the C2D Urban programme « regional capitals »
The consultants concerned must provide all information justifying that they are qualified to perform all the services indicated above (brochures, references concerning the performance of similar contracts, experience under similar conditions, availability of the necessary knowledge among the personnel mobilizable by the candidate, organisation, background, financial and legal situation, etc.).
Joint ventures of Consultants are allowed.
The Owner will appreciate the participation of local consulting firms as members of a consortium / Joint venture or as subcontractors.
The expression of interest file must include at least:
• The expression of interest itself;
• The declaration of integrity, eligibility and environmental and social responsibility (in accordance with the form contained in the forms file referred to in Article 7)
• The grouping agreement, if applicable,
• The identification of the Consultant and all the parties in the event of a grouping,
• The organization of the headquarters (organization chart, certification,),
• The financial situation,
• The current workload,
• Specific experiences,
The Project Owner will examine the relevance of the Expressions of Interest about the following criteria:
1. Eligibility of the Consultant according to the criteria of the French Development Agency,
2. History of non-performance of contracts,
3. Financial situation of the Consultant,
4. Consultant's experience in similar services (scale, nature, technical expertise, geographical context, qualifications in the monitoring of projects with high environmental and social requirements (mastery of ISO standards), etc.)
5. Internal organization: availability of internal expertise in technical support to be provided to the experts assigned to the mission, ...
In the Request for Proposals phase, the Project Owner will focus its attention on the proposed methodology and work plan, the qualification and competence of key personnel and the participation of local consultants.
The opening of bids and the examination of the expression of interest files will be carried out by the Contracting Authority. Subsequently, the Project Manager will draw up a short list of four (04) to six (06) candidates to whom he will send, after notification of non-objection by the French Development Agency, a Request for Proposals for the performance of the required services. The Request for Proposal is expected to be issued between September and October 2019 and will serve as the result of this Prequalification Notice. Following this, the actual services (technical studies) should start in the 2nd quarter of 2020.
