The Vice-Chancellor of the University of Buea hereby launches an Urgent Open National Invitation to Tender N^°. 004/ONIT/TB/UB/19 of 23/04/2019 for the Construction of an Administrative and Pedagogic Block for the Faculty of Laws and Political Science Phase I.

The works comprise the construction of the foundation and the Ground floor of the Administrative Block

The estimated cost alter preliminary studies is 157,000,000 (One hundred and fifty-seven milion) francs CFA including taxes

The work is not in lots.

This call for tenders is open to all qualified national companies specialised in the domain of building construction.

This project is financed by the 2019 Public Investment Budget of the University of Buea, Programme 242 Article 242710, Paragraph 642003.                

The tender file can be consulted during working hours at the Development Office, Room 211, of the Central Administration Building at the University of Buea, as soon as the tender is published.

Tender documents can be obtained during working hours at the Secretariat of the Development Office, Room 211, Central Administration Building, upon presentation of a receipt of a non-refundable fee of 100,000 (one hundred thousand) francs CFA to be paid into the special ARMP account No. 97568660001-28 at BICEC.

The maximum deadline provided for by the Contracting Authority for the execution of this phase of the project shall be twelve (12) months.

Each bidder must include in his Administrative Documents a bid bond of 3,140,000 (three million one hundred and forty thousand) CFA francs. This must be issued by a bank recognized by the Ministry of Finance, as specified on Document 12 of this tender file and valid for thirty (30) days beyond the date of validity of bids.

Bids shall be opened in a single phase in the Conference Room of the Central Administration Building of the University of Buea, on 17/05/2019 at 1.00 p.m by the University of Buea Tenders Board in the presence of the bidders or their duly authorised representatives.

- Absence of any administrative documents

- The absence of a bid bond and or Attestation for Bidding Purposes from CNPS

- Falsification of documents.

- Obtaining a Technical score of less than 28 on 40 yeses

- Average business turnover of less than 100,000,000 (one hundred million) FCFA, for the past three

years as indicated in the certificates of non-indebtedness for 2017, 2018 and 2019

Essential criteria:

Technical bids shah be evaluated on the basis of essential criteria below using a binary (Yes/No) scale.

Only bids which obtain a technical score of 28 on 40 shall be submitted for financial analysis. NB: Each item may score more than one Yes/No (see Technical EValuation of Bids).

The contract shall be awarded on the basis of the lowest bid fulfilling the technical and financial conditions.

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the tender submission deadline.
