Within the framework of 2019 Public Investment Budget, The Senior Divisional Officer for Boyo Division, Controcting Authority, hereby lounches on Opened Nationoi Invitation to procedure, for the Rural Electrification of Ngwainkuma, Meii and Mbissi Villages in Fundong Sub Division, Boyo Division, North West Region.
Work to be done consists of
- Construction of on MV/LV single phose line in 1 x34.4mm= Aimelec &4x25 Mm2 Aluminum Twisted Cables;
- Installation of one control connections with 2x16 mm2 Aluminum cable;
- Supply and Installation of three (03) transformer H61-25kva, 17.32kv/B2 single phase
- Production and validation
- The Sundry expenses will consist of:
- Clearing and pruning 7m width on each side of the network.
- Transportation of wooden poles, materials and workers.
The estimated cost ofter preliminory studies is 28 000 000 FCFA (Twenty eight Million FCFA)
The work is as follows: The rural electrification of Ngwainkuma, Meil and Mbissi Villages in Fundong Sub Division, Boyo Division, NorthWest Region.
Participation to this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws.
Works which form the subject of this Invitation to-tender shall be financed by the 2019 Public Investment Budget of the Ministry of Energy and Water Resources (MINEE).

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this Invitation to tender is Ninety (90) days
Each bidder must include Inhis administrative documents, a bid bond Issued bya first-rate banking establishment approved bythe Ministry in charge of Financeand whose list is found in document N°. 12 of
the Tender File, of an amount ofof 560 000 CFA (Five Hundred and Sixty Thousand CFA) and valid for thirty(30) days beyond the date of validity of bids
Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender. Theymust obligatorily not be older than
three (3)months preceding the date of submission of bids or may be established after the signature of the tender notice. Any bid notin compliance with the prescriptions of the Tender Fileshall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance..
The opening of bid by the Divisional Tenders Board Boyo shall take place on Tuesday 11/06/2019 at 11:00 am local time at the conference hall of the Senior Divisional Office Fundong.
Evaluation criteria
The bids shall be evaluated in three (03) steps:
- 1st Step:Verification of the conformity of the Administrative file;
- 2nd step:Evaluation of the technical file;
- 3rd Step: Analyses of the financial file.
- Administrative documents:
•Any offer notin conformity with the prescriptions ofthis tender file shall be declared inadmissible
especially the lack of the provisional Guarantee;
• False declaration or falsified documents.
-Technical File:
• Incomplete or non compliant documents;
• False declaration, forged or scanned documents;
•Non existence in the technical fileoftherubric "organization, methodology and planning;
• Absence of the prefinancing capacity of at least seven Million FCFA (7 000 OOOFCFA);
• Technical assessment mark lower than 37 43:.-(85%) of "YES'
-Financial Offer:
Incomplete financial Offer;
•Non compliant documents;
• Omission of quantified unit price in the financial offer;
• Absence of breakdown price;
• Modification of the model breakdown unit price
The bids shall be evaluated according to the main criteria asfollows:
1. Absence or non-conformity ofan element in the administrative file;
2. Deadline for delivery higher than that prescribed;
3. False declaration or falsified documents;
4. Absence of bid bond;
5.A bid with the external envelope carrying a sign or mark leading to Identification of the bidder;
6. Incomplete financial file;
7. Change of quantity orunit;
8.Non respect of 37/43 (85%) of essential criteria;
9.Non completion of any proiect Inthe previous years in the North West Region and suspended by MINMAP in 2018.

This evaluation will be done ina binary way (yes) or (no)with an acceptable minimum of 37/43 (85%) of the essential criteria taken in account. The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity withthe regulations of the Tender Documents and having satisfied to
100% of the ellminatory criteria and at least 37/43 (85%) of the essential criteria.
Bidders will remain committed to their offers forsixty (60) days from the deadline set for the submission of tenders.
