Within the framework of the execution of the 2019 state budget, the State of Cameroon represented bythe Senior Divisional Officer for Boyo Division hereby launches an open national invitationto tender by emergency procedure for the re-construction of the Administrative Block at GHS Ibal-Acha in Belo Subdivision, Boyo Division, North West Region.
 

Work to be done consists of;

• Preparatory works
• Earth works
• Foundation
• Masonry Works (elevation)
• Roof works
• Joinery/Metals
• Electricity
• Plumbing
• Painting
• External works.

The estimated cost after preliminary studies is Sixteen million four hundred and thirty thousand FCFA (16.430.000) FCFA

UNIQUE LOT

Participation inthisinvitationto tender is open to competent Cameroonian enterprises that are in compliance with the fiscal laws and who are not currently excluded from public procurement.

The said works shall be financed as per the programmed budget of the 2019 Public Investment Budget (RIB 2019)of the Republic of Cameroon under the Ministry of Secondary Education assigned to the Senior
Divisional Officer for Boyo.

The Tender documents maybe consulted and obtained immediately after publication of this invitation to tender from the Services of the Contracting Authority (Servicein charge of the award of contracts) during working hours at the Senior Divisional Office Fundong, Boyo Division.

The Tender file may be obtained from the Senior DivisionalOffice Fundong as soon as this notice is published against payment ofa non-refundable sum of Thirty three thousand (33,000) CFA francs, payable at the BOYO Divisional Treasury.Such receipt shall identify the payer as representing the company that wants to participate in the tender.

11) SUBMISSION OF BIDS: Each bidwrittenin English or French shall be signed by the bidder or by a duly authorized representative and presented in Seven (7) copies, that is one (01) original and six (06) copies labelled as such. These shall be submitted in one external envelope - sealed, containing three (3) internal envelopes, that
is, Envelope A; Administrative Documents, Envelope 6; Technical file and Envelope C;Financialfile.The sealed extemal envelope shall bear noinformation about the company andshall reach the Senior Divisional Office, Service of Public Contracts, not later than the 08/05/2019 at 10am local time and note should be taken that In case of any ambiguities or differences during opening, only the original shall be considered authentic. The sealed pack

The maximum deadline for the execution provided forby the Contracting Authority shall be Three months (90 calendar days) with effect from date of notification of the Administrative Order to start
works.

Each bidder must include inhis administrative documents, abid bond issued bya first-rate financial establishment approved by the Ministry in charge of finance -the list of which is found in document No. 12 of the Tender File, whose amount is Three Hundred and thirty thousands FCFA (330,000) francs CFA, and valid for thirty(30) days beyond the deadline of validity of bids

At the riskof being rejected, only originals or certified true copies by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced In accordance with the Special Regulations of this Invitation to Tender. They must not be more than three (3) months old as at the date of submission of bids or must not be established before the signature of the tender notice. Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence ofabid bond issued bya first-rate bank approved by the Minister in charge of Finance and valid for a period ofthirty days shall be rejected.

The bids Shallbe opened ina single phase, in the conference hallofthe Senior Divisional Office Fundong, on  08/05/2019 at 11:00am. Only bidders or their authorized representatives, having a perfect knowledge of the file may attend the bids opening session. Anybid which shall not comply with the requirements of the Tender File shall be rejected.

14) Evaluation criteria
The bids shall be evaluated in three (03) steps:
> 1st Step: Verification ofthe conformity ofthe Administrative
> 2nd step: Evaluation ofthe technical file;
> 3rd Step:Analyses ofthe financial file.
The criteria of evaluation are the following:
- Eliminatory criteria
- Adminstrative documents
file;

•Any offer not in conformity with the prescriptions of this tender file shall be declared inadmissible.Especially the lack of the provisional Guarantee;
• False declaration or falsified documents.
- Technicai File
• Incomplete or non compliant documents;
• False declaration,forged or scanned documents;
•Non existence in the technical file of the rubric "organization, methodology and planning;
• Absence of the prefinancing capacity of atleast four Million one hundred and seven thousand five hundred FCFA (4 107 500 FCFA);
• Technical assessment mark lower than 80% of "YES".
- Financial Offer
• Incomplete financial Offer;
• Non compliant documents;
• Omission of quantified unit price in the financial offer;
• Absence of breakdown price;
• Modification of the model breakdown unit price.

A. Eesential criteria:

The technical offer of the bidder shall be assessed along the following lines

• Special Technical Clauses initialed inall the pages,dated,stamped and signed on the last page;
• Special Administrative Clauses completed and initialed onall the pages, dated stamped and signed on the last page. 

The evaluation will be done ina purely binary manner - (yes) or (no). The contract shall be awarded to ttie bidder who would have obtained a minimum technicai score of 80% in the essential criteria and 100% in the eliminatory criteria, taken into consideration and who would have proposed abidwith the lowest amount. In conformity with the regulations ofthe tender documents.(see article 33 of the Public Contracts Code).

Bidders shall remain committed to their offers fora period of ninety (90) days from the last date of the submission of tenders, that is, the tenders shall bevalidfor90(ninety) days with effect from their submission deadline.
