1.Contexte New(Additif)

FOR:THE RECRUITMENT OF A CONSULTING FIRM TO CARRY OUT A FEASIBILITY STUDY FOR THE PROJECT TO BACK-UP RURAL COMMUNITIES OF THE NORTH WEST REGION OF CAMEROON TO COMBAT  CLIMATE CHANGE IMPACT THROUGH ADAPTATION, MITIGATION, DISASTER RISK REDUCTION, SUSTAINABLE AGRICULTURAL PRACTICES AND RENEWABLE ENERGY OPTIONS FOR ENHANCED FOOD SECURITY AND IMPROVED LIVELIHOODS

2.Objet New(Additif)

Within the framework of Mandate of the North West Development Authority (MIDENO) to ensure the sustainable development and management of natural resources to enhance food security and improve the livelihoods of the rural population of the North West Region, MIDENO intends to recruit a consultant to carry out the feasibility study for the project to back-up Rural Communities of the North West Region of Cameroon to Combat on Climate Change Impact through Adaptation, Mitigation, Disaster Risk Reduction, Sustainable Agricultural Practices and Renewable Energy Options

In this vein, MIDENO, through its Director General requests for the submission of manifestation of interests for the recruitment of a consulting firm.

3.Consistance des prestations New(Additif)

The services involved in these Expressions of Manifestation of Interest shall include:

Conducting a feasibility study with a view of providing documentation that thoroughly investigates the causes, effects and trends of climate change, the Mitigation and adaptation responses, disaster risk management, sustainable agricultural practices and renewable energy options to combating climate change in the North West Region:                

  • Climate change and variability including the frequency and intensity of climate hazards such as floods, droughts, landslides, windstorm, thunderstorms, forest fires, etc resulting to widespread damage to infrastructure, destruction of farmlands and crops, displacement of families, erosion of assets, damage to wetlands, forest remnants, and  climate change and variability on the prevalence of waterborne diseases and the impact of these diseases on the lives of the vulnerable groups in the rural communities
  • The disproportionate effect of climate change on the livelihood activities of the rural vulnerable groups (women, children, youths, girl child, pregnant women, handicaps, old etc.) including agricultural production and food  security and water and forest resources
  • SPECIFIC OBJECTIVES OF THE FEASIBILITY STUDY

    • Ascertain the Technical, economic, financial, environmental and socio-cultural feasibility of the Project; whose output is a feasibility study report
    • Assess gender differences, principal impact  and Vulnerabilities to climate change
    • Identification of Mitigation and adaptation responses to climate change
    • Identify difficulties and strategies involved in managing of city waste by councils and the population
    • Identify and describe the  manifest and potential disaster areas/issues in the Region
    • Assessment of the level of awareness of communities on the phenomenon of climate change, causes, consequence and coping strategies
    • Identify ongoing efforts, resources and critical gaps of communities in their responses to mitigate climate changes and adaptation and renewable energy
    • Give guidance on the design of a project on disaster risk reduction, climate change adaptation and mitigation, renewable energy options for enhanced food security and improved livelihoods for the Region
    • Propose a strategy to shift focus in disaster risk management from the usual 3 Rs (Rescue, Relief and Rehabilitation) to 3 Ps (Preparedness, Prevention and Planning)
    • Assess the level of vulnerability and adaptation of different gender categories to climate change within the domains of food crop and livestock production by analyzing local perceptions of climate change and impacts on agriculture and livestock activities in the Region, the different gender categories in agriculture and the effect on their economic status, diversification of livelihood activities in relation to climate change, national climate change adaptation policies and response action and identify gender components for the adaptive strategies that are pursued and the consequences of adaptation
    • The study is also expected to propose feasible strategies to address increase in the resilience of vulnerable communities in the Region to climate –induced hazards.
    • Come up with a complete project formulation report with all aspects detailed out including the project cost.
4.Participation et origine New(Additif)
  • Participation in this manifestation of interest is open to all consultancy firms with sufficient technical competence and nation­al experience in the above mentioned services.
  • Consultants may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub consultancies), as well as the nature of its business (commercial or not-for profit).
5.Financement New(Additif)

Services which form the subject of this invitation to tender shall be financed by: 2016 PIB-MINADER

6.Remises des offres New(Additif)

 

Each Manifestation of Interest should consist of an Administrative File and a Technical Proposal sealed in separate envelopes, written in English or in French and submitted in five (5) copies each, of which one (01) original and four (04)copies.

All Manifestations of Interest should be submitted at the Secretariat of the Director General of the North West Development Authority (MIDENO), located along the Ayaba Street, opposite Mansfield Plaza Hotel latest 29/12/2016 at 09:00 am prompt local time.

The external envelope should be addressed to: The Director General, North West Development Authority (MIDENO), P.O Box 442, Bamenda and should carry the inscription;

 ADMINISTRATIVE FILE

Administrative documents which should not more than three (3) months old and valid for the 2015 financial year include:

  • Current business license
  • Certificate of Incorporation
  • Certified copy of Tax Payer’s card
  • Attestation of non-Exclusion from Public contracts
  • CNPS clearance certificate
  • Letter of motivation duly signed by applicant

 TECHNICAL PROPOSAL

Technical documents shall include

  • Presentation of the consulting firm showing its general references in the domain of expertise
  • Qualifications and working experiences of the personnel to carry out the service (dated and signed CVs of each personnel, copies of their academic and professional certificates)
  • References on same type and/or similar contracts carried out with proofs
  • Methodology, Equipment

ELIMINATION CRITERIA

  • Incomplete administrative documents or absence of a requested document
  • Incomplete Technical Proposal
  • False declaration or falsified document

ESSENTIAL CRITERIA

 

QUALIFICATION OF PERSONNEL

TEAM LEADER:

  • Agro Economist with at least 5 years of relevant working experience carrying out rural development project feasibility studies, design and appraisal

KEY PERSONNEL:

  • Agricultural Engineer with at least a Master degree or its equivalence and five (5) years working experience in Agriculture and Rural Development
  • Environmental Engineer or its equivalence with at least a B.Sc. Degree with at least 3 years of relevant working experience in Environmental Management
  • Project Analyst with at least a B.Sc. Degree in project with at least 3 years of relevant working experience in Rural Development.
  • Civil Engineer with at least 3 years of relevant working experience in Rural Development
  • Gender Specialist with at least a B.Sc. Degree with at least 3 years of relevant experience in Rural Development
