Only tenderers may attend these opening sessions or be represented by a single person of their choice, duly authorized.

The opening of the envelopes will take place in one go and in three stages:

-   ^Step 1 : Opening envelope A containing the administrative documents (volume 1 );

-   Step 2 ^: Opening of envelope B containing the technical offers (volume 2);

-   Step 3 ^: Opening of envelope C containing the financial offers (volume 3).
