The Mayor of NKUM, Contracting Authority launches an Open National Invitation to tender for the control for the construction project of08 classrooms, 03 nursery blocks, and04 toilet blocks NKUM Municipality, Bui Division, North West Region. Participation tothis invitation to tender is open to enterprises of Cameroonian nationality that have experience and have carried outcontrol works in this domain

Works which form the subject of this invitation to tender shall befinanced by Public Investment Budget FEICOM/NKUM Council for 2019 financial year.

The maximum deadline provided by the Project Owner orContracting Authority for the execution of the services forming thesubjectofthis invitation to tender is Five (05) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by ttie Ministry in charge of finance and whose list is found in document No.
12 of the Tender File, ofan amount of Two Hundred and Fifty Two Thousand (252 000) FCFA and valid for thirty (30) days beyond the date ofvalidity ofbids.

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be
produced in accordance with theSpecial Regulations of the invitation to tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature ofthe tender notice
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible.
This refers especially the absence ofa bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

The bids shall be opened in two phases.The opening ofthe administrative file andthe technical bid shall first take place followed by the opening of the financial bids of bidders who obtained the required minimum technical score.
The opening of administrative documents and the technical bids on 04/06/2019 at 01.pm local time by the NKUM conference hall situated at council premises
Only bidders may attend or be represented by a duly mandated person.
The opening of the financial bids shall take place at the end ofthe technical analysis and shall only concern bidders who obtainedthe minimum required scoreof 70%.

Eliminatory criteria
- Absence ofoneofthe administrative documents;
- False declaration or falsified documents
- Absence of bid bond or insufficient bid bond
- Technical score below 75 on 100 for enterprises having more  than Two (2) years and 60 on 100 for new enterprises after justification (Attestation for Business Exoneration)
- Incomplete Technical or Financial files.
Essential criteria

Only bidders who obtain a technical score of atleast 75 points on  100 shall have their financial bids examined.

 Method of selection of consultant
The consultant shall be chosen using the method in accordance with the procedure described in this Tender File.

The Jobbing Order shall be awarded to the realistic best bidder as specified in the Special Regulations of this tender.

Bidders will remain committed to their bids for 90 days from the deadline setforthe submission of bids.
