Within the framework of the 2016 Budget FEICOM/NKONGSAMBA 2ND COUNCIL. theMayor of Municipality of Nkongsamba 2nd, Contracting Authority, hereby launches an open national invitation to tender, with urgency, for the works of construction of five (05) classrooms and the block of latrines at CES FOR BILINGUAL EKANGTE in the town of Nkongsamba 2nd in the council of NkongsambaIItm\ NkongsambaIIcmesub-divisionr Moungo Division, Littoral Region.

The works subject of this contract include:

• Preliminary works;
• Excavation of the plot;
• Foundation;
• Masonry and bricklaying;
• Framework and roofing;
• Metallic and wood carpentry;
• Electric installation;
• Painting;
• Access road and various networks.

The estimated cost of the operation following prior studies stands at fifty two million five hundred thousand (52 500 000).

The work shall be constituted in one lot.

Participation in this invitation of tender is opened to Cameroonian Enterprise who do not have more than one (01) jobbing order on going in Moungo division at the date of opening of bid.

Works which form the subject of this invitation to tender shall be financed by 2016 Budget FEICOM/NKONGSAMBA 2nd COUNCIL.

The tender file may be consulted during working hours at the secretariat of Nkongsamba 2nd council, upon publication of this invitation to tender.

The tender file may be obtained from the Secretariat of Nkongsamba 2nd council,following publication of this invitation to tender upon submission of a treasury receipt attesting to the payment of a non-refundable sum of FCFA Sixty thousand(60 000)to the Municipal Treasury of Nkongsamba 2nd Council.

Each offer drafted in English or French in seven (07) copies including the one (1) original and six (06) copies, marked as such should reach to the Secretariat of Nkongsamba 2nd Council, not later Than 26 OCTOBER 2016 at 11 O ’CLOCK local time and should carry the inscription:

The maximum execution deadline provided for by the Project Owner for execution of the works subject of this tender shall be three (03) months.

Each bidder must include in his administrative documents, a bid bond per lot issued by a first rate bank approved by the Ministry in charge of Finance featuring on the list in document 12 o the tender file of an amount of one million fifty thousand (1 050 000) Francs valid for thirty (30) days beyond.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Oficer, Divisional Officer..) in accordance with the Special Conditions of the invitation to tender.

The must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in a single (01) phase Bids shall be opened in one phase. The administrative, technical and financial bids shall be opened on 26 OCTOBER 2016 from 12.00a.m. local time by the Nkongsamba 2nd Council Tender's Board in the presence of the bidders or their duly authorized representatives having full knowledge of the file Only bidders may attend or be duly represented by a person of their choice.

A. Eliminatory criteria

• Absence of a single administrative documents at the time of the opening of the bids;
• Usage of fraudulent or scan documents;
• Error ot calculation ot financial tile up to five percent (5%) or more for the reduction of the reduction of the amount;
• Omission of a quantity estimated price;
• Absence of a single financial file document;
• Enterprises banned from public contracts by the Minister of Publics Contracts.

• Access to a credit or other financial resources 
• Bidder’s References
• Availability of materiel and essential equipment.
• Qualification and experience of the supervisory workers

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
