Clarification for the preparation of the proposals Dear Mr./Ms.: Reference is made to the request for proposal for the Realisation of Detailed studies of rural road infrastructures within the framework of the project for the Development of Agricultural Value Chain (DPAVC) Lot 1: Mungo Division in Litoral Region, Lot 2 : Sanaga Maritime and Nkam Divisions of the Litoral Region Lot 3: Mefou et Afamba, Nyong et Kelle, Mbam et Kim and Kekie Divisions in the Centre Region Lot 4: Ndian, Meme, Fako, Coupe Manegouba Divisions of the South West Region and Lot 5: Lorn et Djerem and Kadey Divisions of the East Region and Djas et Lobo and Mvila Divisions in the South Region issued to shortlisted consultants on the 31/10/2016. Considering the issues raised by consultants in their request for clarification, find below our clarification to the issues raised. 1. The Terms ofReference (TOR) in English may please be provided There is no English version of the Terms of Reference 2. List of roads for each Division may please be provided with location The Terms of reference has the list of the stretches of roads according to Regions and Divisions. Each stretch of the road is named according to its location within the division. 3. Please confirm ifConsultant has to submit EIA and RAP report Following the TOR Environmental and Social impact assessment will be carried out along the stretches of roads and a report submitted with proposed Environmental Social and Management plan along the stretches of the road. 4. Kindly advise if the key professionals shall have the local experience or international CV's will also be considered. Following the RFP the key professionals should have the experience required and in addition must have relevant experience in Cameroon, (see Bid Data sheet 21.1 evaluation criteria) 5. We have been qualified for all the 5 lots of the project with a local firm. Kindly advice if change is axpectable and Voyants Solutions Private Limited in association with / without association a local firm can submit the proposal. No changes can be made on the shortlist either dissociating the consortium or form a new one. Association with other shortlisted consultants is allowed (see Bid Data Sheet 14.1.1 and the corresponding text for details) 6. We would like visit project sites and would request your ofllcials to come along with us for the better understanding of the site conditions. You can visit the sites of the roads on your own and at your own expense. An official from the Project shall be put at your disposal during the visit. Please in case you want to visit the sites, contact Mr Mahamat Abakar, The National Project Coordinator of the Value Chain Project for necessaiy information and arrangements concerning the official to accompany you. The marking criteria (21.1) talks of Civil Engineer for Geotechnical studies meanwhile the Terms of Reference (4.2 of page 65) "Criteres de qualification minimum de personnel Cle" talks of Geotechnician. The marking criteria has no Civil Engineering Technician but on the "Criteres de qualification minimum de personnel Cle" page 64, there is Civil Engineering Technician.
