The work of construction of the building headquarters of the MIDIMA include the following aspects:
the site installation;

preliminary work;

earthworks and earth movcmcnts;

foundations;

masonry

blocs laying;

framing

Terrace

covcrage;

metalwork's and woodworks;

the coatings;

Electricity;

plumbing

sanitary;

painting;

consideration of environmental aspects;

Refurbishment of the premises.

Works, subjcct of this tender, are fundcd by the Operational Budget of the MIDIMA, 2016 and followings, at an estimated cost of Three Hundred Fifty Three Million Six Hundred Sixty Eight Thousand One Hundred and Fifty Four (353 668 154) CFA Francs including all taxes

The participation in the present Invitation to tender is opened with terms to the Cameroonian-based Companies and Enterprises or Joint Venture, with proven experience in the construction field of Civil Engineering structures.

By this Tender Notice, interested companies are invited to provide in their offers, genuine information that will retain that which can realize the benefits after a thorough and objective assessment of his case.

Works, subject of this tender, are funded by the Operational Budget of the MIDIMA, 2016 and followings, at an estimated cost of Three Hundred Fifty Three Million Six Hundred Sixty Eight Thousand One Hundred and Fifty Four (353 668 154) CFA Francs including all taxes.

Upon publication of this notice, the Bidding Documents may be consulted during working hours in the Mandara Mountains Development Authority (MlDlMA) Head office Secretariat in Mokolo, Mayo Tsanaga Division.
Interested candidates, while withdrawing the tendered File, will have to come along with a new flash disk for the copy of the cicctronic version. They have to be registered in the services of the Mandara Mountains Development Authority (MIDIMA), by indicating their complete address (post office box, n° of telephone, fax).

The tender document can be obtaincd in the Mandara Mountains Development Authority (MIDIMA) Head office Secretariat in Mokolo, MayoTsanaga Division, on présentation of a receipt of payment of a nonrefundable sum of One Hundred And Fifty Thousand (150,000) CFA Francs considered as file purchase expenses.

Payment shall be made in any of the twelve authorized BICEC agencies in the National territory, which list is joined to the current document in appendix.

The offers arrived after the date and hour limits of submission will not be received.

The maximum period of execution providcd by the Client for the execution of Works is ten (10) months. This period includes the periods of rains, all the
bad weather and various constraints and runs from the date of notification of the Service Order to begin work.

Each tendered will have to join to his administrative parts a bid bond (in conformity with the model joint in appendix) issucd by a bank of first rate approved by the Ministry in charge of finances and whose list appears in part 12 of the tender file, an amount of Seven million Sixty Three Thousand (7,073,000) CFA Francs, and valid for thirty, and valid for (30) days beyond the original date of validity of the offers

Each tendered will have to join to his administrative parts a bid bond (in conformity with the model joint in appendix) issucd by a bank of first rate approved by the Ministry in charge of finances and whose list appears in part 12 of the tender file, an amount of Seven million Sixty Three Thousand (7,073,000) CFA Francs, and valid for thirty, and valid for (30) days beyond the original date of validity of the offers.

To avoid rejection, the other necessary administrative documents will have to be produced in originals or certificd copies by the issuing authorities in accordance with the stipulations of the Particular Regulation of the Invitation to tender file.

They must not be older than three (03) months preceding the date of submission of the offers.

Any offer not produced as required in the call for Invitation to tender will be rejected, in particular the absence of the bid bond delivered by a bank of first rank approved by the Ministry in charge of finances or the non-observance of the models of the parts of the Invitation to tender File.

The opening session of bids will be done in a single phase on October 31st, 2016 at 10 local time in the meeting room of the Mandara Mountains Development Authority (MIDIMA) in Mokolo, in the présence of the bidders.
Only bidders may attend the opening session or be represcnted by one person (even in case of consortium) of their choice with full knowledge of the file.

Bid evaluation will be in three (03) steps:

Step 1: Verification of compliance of the administrative file of cach bidder;

Step 2; Technical Assessment of administrative compliance offerings;

Step 3: Checking of the financial offers of thc Companies whose offers were recognized tcchnically qualified and having administrative conformity.
The bid evaluation criteria are;

Eliminatory criteria

administrative Parts

Incomplete application;

Falsified and false documents.

Technical Offer

file incomplete or defective parts;

False statements, falsified or scanned documents;

Turnover in the construction of Civil Engineering works in the three (03) years less than four hundred million (400,000,000) CFA francs;

Do not have justified ihe realization over the past three years, as the main contractor of a construction site of Civil Engineering Works;

Non existence in the technicai offer of the "organization, methodology and schcdule";

Not satisfaction, at least 70% of thc csscntial criteria.

Financial Offer

incomplete financial offer;

non-compliant parts;

Failure in the financial offer a quantificd unit priée;

Absence of a detailed breakdown of priées;

Sub-retail unrealistic and crroneous price.

Essential criteria

The evaluation of the technical bids will be made on the basis of 55 key criteria below:

Presentation on 03 criteria;

Managerial staff of the company on 15 criteria;

The site equipment to be mobilized on 12 criteria;

The methodology of execution on 13 criteria;

References and pre-financing capacity of the company on 12 criteria

The Chief executive officer of the Mandara Mountains Development Authority (MIDIMA), Contracting Authority shall award the Contract to the tendered whose tender, qualified technically, has been assessed the lowest bidder after audits of its price and is substantially rcsponsive to the Bidding Documents

Tenderers are bound by their offers for a period of nincty (90) days after the deadline for the submission of tenders.
