The Regional Delegate of Public Contract Center Region in Yaoundé Contracting Authority launches on behalf of the Mayor of the following Council, Okola, Project Manager a Call for Restricted National Invitation to Tender for the construction of twelve (12) bow holes in the Lékié Division in the Center Region.
Work enclosure are divided into one (01) lots and one (01) Sub-Lot as follows;

The work under this Invitation for Bids include the following transactions whose list is not exhaustive:
- The geo-physi cal studies and the drilling of the bow holes ;
- Drilling of bow holes;
- Installation of the sites, inclusive of all the necessary materials for the bow holes ;
- The work at the bow holes and the PMH equipment ;
- The development , the pumping, and the pressure tests ;
- The super structural works (lightly inclined reinforce concrete deckings, surrounding gutters at the base of the decking Dry up of the marshy area) ;
- Dwarf fence wall in blocs of 15 x 20 x 40 (plastering and putting of a small gate)

The maximum execution time provided by the Client for completion of the work is four months (04) calendar months. This period includes periods of rainy weather and aIl the various constraints and runs from the date of notification of the Order of Service to begin work, when you sign your contract.

Tenders must be accompanied, for each lot applied, a temporary guarantee (bid bond) based on the model described in the Tender, a senior bank approved by the Minister in charge of Finance. The temporary guarantee will be released automatically within 30 days after the expiration of the bid validity for bidders who have not been selected. ln case the bidder is awarded the contract, the guarantee will be released after provisional constitution of the final guarantee. Under penalty of rejection of the offer, the other required administrative documents (valid) must imperatively be produced in original and certified copies by the issuing authority or administrative authority, not older than three (03) months and valid on the date of bid opening, in accordance with the provisions of Regulations of the Bid.

Opening of the tenders will be done once on the 14th july 2016 at 1.00 pm prompt by the Center Regional Tenders Board at the meeting Hall of the Center Regional Delegation of Public Contracts 2nd floor at Omnisport.
Only bidders may attend the opening session or be represented by one person (even if group) of their choice with a perfect knowledge of the case. However, an additional person acting as an interpreter is accepted, if necessary.
Bid evaluation will consist of three (03) steps:
- Step 1: Verification of conformity of the administrative record of each Bidder.
- Step 2: Technical Evaluation of bids administratively compliant.
- Step 3: offers verification of financial resources of companies whose bids were accepted are technically qualified and administratively compilant The criteria for evaluation of bids are as follows:
13.1-Eliminatory criteria
13.1.1: Administrative documents
- Incomplete or non-compliant administrative file , subject to Article 1.1 of Circular N°002/CAB/PM of 31st January 2011 relating to the improvement of the performance of the Public Contracts System;
- False declaration or forged document document (The Tenders Board or the Contracting Authority reserves the right to proceed with the verification of the authenticity of any document where there is a doubt).
13.1.2: Technical proposal
- Incomplete application or non conforming parts;
- False statement or forged or scanned document ;
- Non possession of a proper drilling workshop ;
- Don 't have justified the achievement over the last three years as the Principal Cocontractor of a hydraulic work;
- Non-existence in the technical offer of the "organization, methodology and planning";
- No satisfaction, at least 90% of the essential criteria.
13.1.3: Financial Offer
- Incomplete financial tender;
- Non-compliant file;
- Omission of a quantified unit price from the price schedule;
- Absence of a sub-detail price. 13.2: Essential Criteria The evaluation of the technical bids will be made on the basis of 41 essential criteria below: 1. Presentation of bid 02 criteria
- 2 .Personel of the enterprise 15 criteria 3 . The materials of the site to mobilize 08 criteria
4. The execution methodology on 10 criteria - 5. The company's references and capacity of pre-funding 06 criteria
The Regional Delegate of Public Contracts Center, Contracting Authority will award the contract to the bidder whose offer qualified technically will be the lowest evaluated bid after-audits of its price and is substantially responsive to the Bidding Documents of 'Offers.
Tenderers are bound by their tenders for a period of ninety (90) days alter the deadline for submission of tenders.
