Within the framework of effectively carrying out its missions and ensuring the production of high yield quality rice to fight against poverty and hunger in Cameroon, the General Manager of the Upper Nun Valley Development Authority (UNVDA), Project Owner, hereby launches an Open National Tender for the Grading (Levelling) of Plots Damaged by Grazing Activities in Bangolan farms of UNVDA Ndop.
The nature of works to be carried out within the framework of this tender includes:
The estimated cost of the operation following prior studies stands at 10 000 000 (Ten Million) FCFA Tax Inclusive.
The maximum execution deadline provided for by the Contracting Authority for the execution of the works subject of this tender shall be Two (02) months.
Participation to this tender is open to bidders, justifying a proven and verifiable experience in the domain.
Works which form the subject of this tender shall be financed by the 2019 Public Investment Budget of MINADER, Imputation:

Bidders can obtain complete tender documents at the General Secretariat of UNVDA, P.O.BOX 25 Ndop, telephone 237 691 798 318 during working hours (7.30am to 3pm), Mondays to Fridays upon the payment of a non-refundable sum of 18 000 (Eighteen Thousand) CFA francs, payable at BICEC, account CAS ARMP N° 97568660001-28.
Each offer drafted in English or French in seven (07) copies including the original and six (06) copies marked as such and sealed in an envelope shall be deposited at the General Secretariat of UNVDAnot later than the 18 JUIN 2019 at 10 o’clock local time. The sealed envelope should carry the inscription:

The maximum execution deadline provided for by the Contracting Authority for the execution of the works subject of this tender shall be Two (02) months.
Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 11 of this tender file of an amount of 200 000 (Two Hundred Thousand) CFA francs and valid for thirty (30) days beyond the original date of the validity of the offers.
N.B: Certified checks will not be accepted.
Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the tender.
They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible, especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.
The opening of the bids will be in a single phase.
The opening of the Administrative documents and the technical and financial offers shall take place on the 18 JUIN 2019, at 11:00 am, local time in the Conference Hall of the UNVDA - Ndop.
Only bidders or their duly authorized representatives who have a perfect knowledge of the documents may attend the opening session. Tenderers should note that they remain bound by their tenders for a period of ninety (90) days from the dead line for submission of bids.
Qualification criteria
Eliminatory criteria
Administrative Documents:
a) Absence of an administrative document ;
b) Absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance;
c) Absence of an honorary attestation signed by the bidder attesting that the bidder has not abandoned any contract within the last three (03) years and that the bidder does not figure in the list of defaulter enterprises established yearly by the Minister of Public Contracts;
d) False declaration or falsified documents.
Technical bids:
a) Falsified declaration or falsified documents;
b) Have less than 22 YES out of 27.
Financial bids:
a) Non conformity of tender submission;
b) Absence of a price in the Price Schedule having a quantity.
Essential criteria
The criteria relating to the qualification of bidders could indicatively be on the following:
-References of the Contractor (01 sub criteria) YES / NO;
- The availability of materials and essential equipment (2 sub criteria) YES / NO;
- Experience of supervisory staff (9 sub criteria) YES / NO;
-Technical proposition (10 sub criteria) YES / NO;
- Presentation of the offer (05 sub criteria) YES / NO.
Only tenders with at least 22 YES out of 27 shall be retained for financial evaluation
The Contract will be awarded to the Bidder whose bid is deemed to be in compliance essentially with the Tender File and has the required technical and financial capacities to execute the contract satisfactorily, and whose bid will have been evaluated as the lowest.
Bidders will remain committed to their tenders for a maximum period of ninety (90) days from the deadline set for the submission of tenders.
