Within the framework of investments in her municipality, the Government Delegate to the Bamenda City Council, Contracting Authority hereby launches a MUTUAL AGREEMENT N°001/MA/BCCITB/19 of 3rd May, 2019 for the selection of a consultant (firm) to control and supervise the construction of the Bamenda City Conference Centre.

Ingeneral, thefirm selected shall carry out the control and supervision of construction works for the Bamenda City Conference Center. The services shall include notably,
• Step by step control before, during and after all the construction operations;
• Verification to ensure respect for specified standardsofmaterials to be used;
• Quality control ofmaterials and equipment to be put in place;
• Verification to ensure the respect of quality of labourto be used;

Theestimated cost after preliminary studiesfifty-four millionsix hundred and eighty thousand eight hundred and eighty-five (54,680,885) Francs CFA inclusive ofall taxes.

The services are regrouped in a unique lot.

Participation to this Mutual Agreement is reserved to the following consultatant:

The services which form the subject of this invitation to tender shall be funded by FEICOM / Bamenda City Council budget for 2019 financial year.

The file may be consulted during working hours at the Cabinet ofthe Government Delegate to the Bamenda City Council at Mulang, Tel: 677 047 095 upon publication ofthe invitation to tender.

The file may be obtained from The Cabinet of the Government Delegate to the Bamenda City Council upon publication of the invitation to tender against the payment of the non-refundable sum of sixty-seven thousand (67, 000) CPA francs, payable at Bamenda City Council Treasury.

Each bid drafted in English or French in five (5) copies including the original and four (4) copies marked as such, should reach the Cabinet ofthe Government Delegate to the Bamenda City Council, not laterthan IS**" May 2019 at 12 noon and should carry the Inscription:

Themaximum deadline provided by the Contracting Authority for the execution of the services forming the ubject of this invitation to tender is six (06) calendar months.

Each bidder must include in his/her administrative documents, a bid bond that respects the models ofthis tender file, issued byanapproved Insurance company, (see list in document No. 12 ofthis tender file), of an amount of one million and ninety-three thousand six hundred and twenty (1,093,620) Francs CPA, valid for thirty (30) days as from the date of validity of the offers. Bid bonds for unsuccessful bidders shall be withdrawn not later than fifteen (15) days after the award of the contract and that of successful bidders shall be retained until the required performance guarantee for good execution is provided.

For fear of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations ofthe invitation to tender.
They must obligatorily be not older than three (3) months preceding the date of submission of bids or may be established after the signature ofthe tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especiallythe absence ofa bid bond issued by a first-rate bankapproved by the Minister in charge ofFinance.

The bids shall be opened in two phases.The opening ofthe administrative file and the technical bid shall first take place followedby the opening ofthe financial bids ofbidders who obtained the required minimum technical score.
Theopening of administrative documents andthetechnical bidson 15th May, 2019 at 1 pm local timeby the sub commission ofanalysis at the Bamenda City Council conference room.
Only bidders may attend or be represented by a duly mandated person.
The opening ofthe financial bids shall take place at the end ofthe technical analysis and shall only concern bidders who obtained the minimum required score ofseventy percent (70%).

 Method ofselection ofconsultant The consultant will be chosen by method of quality price ratio, in conformity with the procedure given in the present Tender File.

The contract will be attributed to the Consultant whose offer has been evaluated the lowest, that is to say the offer having the best technico-financial mark and judged in conformity with the tender document, within the available funds

Bidders will remain committed to their bids for a period of ninety (90) days with effect from the bid submission deadline
